When to apply

Entry: declare at the Red Channel when crossing. Exit: declare upon questioning by a Customs officer. Online platform allows electronic submission in advance.

Who it applies to, exceptions and limits (full text)

Law 6/2017 Articles 2-4 require persons entering Macao with cash and bearer negotiable instruments totalling MOP 120,000 or more, including foreign-currency equivalent, to declare; use the red channel. Outbound persons at or above the same threshold must declare when questioned by Customs. The statutory wording includes the threshold itself, resolving the inconsistent shorthand on the general passenger page. Customs provides a paper declaration and an electronic submission platform. The Customs notice exempts transit passengers making a brief stop. Declaration does not impose a general limit on lawful funds.

When to apply

At the port when crossing: choose Red Channel (declare) or Green Channel (nothing to declare).

Who it applies to, exceptions and limits (full text)

Goods requiring prior licences, sanitary/phytosanitary quarantine or special regimes, quantities above the personal-use table, and goods over MOP 5,000 unless covered by External Trade Law Article 10(3), require the stated declaration procedure on entry. Relevant licences remain necessary. The personal-use table is a declaration exemption, not a blanket tax or import-permit exemption. Its daily limits include specified food/plant categories up to 5 kg, 19 cigarettes, 1 cigar weighing less than 3 g, and 25 g tobacco, with the tobacco categories combined limited to 25 g; liquor above 30% ABV up to 1 litre. Listed controlled medicines are limited to 30 days treatment and other medicines to 90 days. On departure, prior-licence/special-regime goods and goods over MOP 5,000 outside the Article 10(3) exception require declaration. Cash is covered separately.
