Mongolia's eAIP GEN 1.3 (published under the currently valid eAIP; the cached page text carries no amendment date) states that before the aircraft arrives crew assist in giving out Entry Cards and getting passengers to fill them out (2.1.1), and that passengers must fill out an Entry Card when entering or leaving Mongolia, presenting it together with international travel documents at border control examination (2.1.2). This is an immigration border-control card, not a customs form. The evidence covers air travel only; whether Entry Cards are used at land border checkpoints is not established by this source and remains unknown.

Online: the traveler fills the official web form (select Agree, choose port and transport, fill the identity/contact/health fields, answer the arithmetic check) and clicks ИЛГЭЭХ (SUBMIT); neither the AIP nor the ministry page states a submission window, an advance deadline relative to the crossing, or when/where the declaration is verified, and what the site returns after successful submission (receipt or confirmation) is unverified.

Mongolia's currently valid eAIP GEN 1.3 states that all visitors to Mongolia are required to fill out a health declaration form (3.1.1), giving their current health condition and contact address in Mongolia in the form (3.1.2); the cached page's HTML metadata marks the edition effective 2026-09-17, and the identical 3.1.1 text stands in the AIRAC edition effective 2025-02-20. The AIP is an aviation publication: it evidences the duty in an air-travel framing and by itself neither extends the duty to land crossings nor proves checks at any particular port. A currently live official online channel exists for the traveler to comply in person: the Passenger Health Declaration Form of the Ministry of Health, hosted on the Health Development Center site (dec.hdc.gov.mn/gate?q_id=1; HTTP 200 on 2026-09-29). Its bilingual notice asks passengers, according to relevant laws and regulations, to fill out this Exit/Entry Health Declaration Form truthfully, warning that refusal to report, inaccurate reporting or calling on others not to comply brings liability under Articles 6.23 and 15.2 of the Law on Violations; selecting Disagree makes submission impossible. When to apply

At the crossing point on arrival and departure: where a written declaration is required, the passenger fills and signs it and hands it to the customs inspector; cash above MNT 15 million must be declared in writing; under regulation 6.6 (MNT 15 million or more) the declaration is completed in two copies, one returned to the passenger.

One form and one process; the former separate cash-declaration record MN-currency-declaration is merged here because the cash trigger uses the same passenger customs declaration. Customs Law Art 228 lets Customs apply red/green channels; the traveler chooses the channel and may use green when not carrying goods specified in Art 8.1 of that law; a green-channel traveler need not fill the passenger Customs (Goods) declaration (228.5), while the passenger and personal effects still cross under Customs control (regulation 6.12). Under the Customs regulation on travelers' personal-use items crossing the customs border (amended by Director General's Order A/350 of 2022-12-30): the passenger fills in the customs declaration, signs it and hands it to the state customs inspector (5.2); the red/green choice, or declaration by conduct, exists only at international airports and border points where the dual-channel system has been implemented, not at every land port (5.3); a passenger with any item listed in 5.5 crosses via the red channel (6.4) and declares it in writing on the passenger customs declaration (5.5), whereas a green-channel passenger may leave the form unwritten (6.10). Items requiring the written declaration include motor vehicles (5.5.1); more than MNT 15 million, or the equivalent in foreign currency, financial instruments or electronic money (5.5.2); quantities exceeding the 2.3.1 duty-free list (5.5.5); firearms, inheritance property, unaccompanied shipments, narcotic and psychotropic substances, duty-payable goods and goods carried for others (5.5.6-5.5.11). AML/CFT Law Art 15.1 separately obliges a passenger moving more than MNT 15 million, or the equivalent in foreign currency, financial instruments or electronic money, in cash across Mongolia's border to declare it truthfully in the customs declaration; Art 15.1 and regulation 5.5.2 both read '15 саяас дээш', strictly more than MNT 15 million. Regulation 6.6 of the same traveler regulation instead reads 'арван таван сая ба түүнээс дээш' - MNT 15 million and above: the declaration is completed in two copies, the inspector checks the cash and stamps the declaration, and one copy is returned to the passenger. The two calibers conflict at exactly MNT 15 million (15.1/5.5.2 apply only above it; 6.6 also reaches the amount itself), so a traveler carrying exactly MNT 15 million cannot safely be told that no written declaration is due; final applicability and channel choice at that exact amount remain unresolved. The rule applies to crossing the border in either direction. Inbound, currency carried on the person may be brought in up to the amount declared to Customs; outbound, Mongolian citizens may export freely convertible currency up to the declared amount, and foreign citizens and stateless persons on the basis of the import customs declaration or a bank purchase receipt (2.5). An unofficial 2022 English translation of the Currency Regulation Law (Art 13) states the same inbound rule and also lists a notarised gift/inheritance certificate among outbound evidence - context only, not authority for the current threshold. AML Art 15.4-15.5, which banned exporting physical precious metals and cash foreign currency valued above MNT 20 million unless declared, was expressly in force only until 2023-01-01 and is not a 2026 limit. Duty-free quantities (2.3.1, as amended): spirit items 2 litres; wine 2 litres; beer 3 litres; янжуур 200 units; сигар and навчин тамхи (leaf tobacco) 50 units each; задгай тамхи (loose tobacco) not more than 250 g. These benefits do not apply to travelers under 21 or who exit and re-enter within 24 hours (2.4; the Administrative Chamber of the Supreme Court, Decision No. 02 of 2023, invalidated only the added free-zone phrase in 2.4). Duty relief is a tax matter; exceeding 2.3.1 independently triggers the written declaration. Commercial-nature goods outside personal effects are cleared on separate forms - up to MNT 3,000,000 on the Passenger Goods Customs Clearance Sheet (Form No. 2), above that on a goods declaration (5.11) - never on the passenger declaration.
