At the airport customs checkpoint after baggage claim; channel choice is made before meeting the customs officer.
Who it applies to, exceptions and limits (full text)
Arriving travelers choose a channel: green if they have nothing to declare and carry no more than 3 large suitcases; yellow if they carry goods to declare or more than 3 large suitcases. Duty-free allowances per person (lost if traveling more than twice per month): alcoholic beverages 2 L and wine 2 bottles (separate line items, age 18+), cigarettes 200 sticks / cigarillos 100 / cigars 50 / smoking tobacco 250 g (250 g total when mixing tobacco types), perfumes and toilet water 2 x 100 ml, 1 laptop + 1 tablet + 2 mobile phones, and other new personal non-commercial goods whose total value does not exceed 1,000 EUR (invoice to be presented on request; the list above is not exhaustive). Declaration is required for: franchise-list items exceeding the stated quantities, new articles worth 1,000 EUR or more, and non-personal-effect goods (professional or sports equipment). Declaring does not automatically mean paying duties: a baggage check determines whether duties and taxes apply and the amount; where due, payment is made at the customs cash desk by cash, card or mobile money and a receipt (quittance) is issued.

Currency formalities at the Douane office, Gate 87 Terminal C (Ivato); re-export declaration for imported foreign currency is made on arrival, exchange justification for amounts over 1,000 EUR at the border.
Who it applies to, exceptions and limits (full text)
The guide's currency rules appear in its departure section and concern foreign currency; the guide states no separate limit for local currency (ariary). As written: a traveler may travel with less than 10,000 EUR or its equivalent — amounts over 1,000 EUR require presenting customs an exchange justification from a bank or bureau de change, and above 10,000 EUR the operation must go through a bank transaction. Separately, any traveler entering Madagascar with foreign currency — in particular if they intend to take it out again on a later departure — must declare it to customs, and the amount re-exported must not exceed 10,000 EUR or its equivalent. Currency formalities are handled at the Douane office, Gate 87 Terminal C (Ivato).

Before arrival; QR code generated on submission, read at arrival.
Madagascar Customs offers a mobile app 'Déclaration en Douane MDG' for submitting a baggage declaration before crossing the border; the information is transmitted on arrival to customs via an electronic declaration terminal deployed at international airports. Per the guide: after completing and saving the required information a QR code is generated; on arrival the passport is checked by staff at the customs declaration counter; the declaration details are read by a QR reader; the data is stored on a tablet and verified by customs officers.
