The duty applies only when the amount carried is EUR 10,000 or more (or the equivalent in another currency). Channels and windows: DALIA e-filing, recommended by DGDDI, open at the earliest 30 days before the date of transport of the cash and at the latest before the crossing of the border on the day of travel; or the paper form — EU form for extra-EU flows, FR form for intra-EU flows; or in person with the customs service at the moment of entry into or exit from French territory. No declaration may be filed afterwards as a regularisation.
Who it applies to, exceptions and limits (full text)
One obligation, with the form selected by the direction of the flow: any person, French resident or not, physically transporting cash, bearer negotiable instruments (bearer cheques, traveller's cheques, money orders, bearer securities) or gold worth EUR 10,000 or more, or the equivalent in another currency, must declare it to French customs; for prepaid cards the EUR 10,000 declaration duty exists only for intra-EU flows. The DGDDI page updated 04/05/2026 names Saint-Martin in both form descriptions: the harmonised EU form covers movements of cash to or from a country outside the European Union, and the national FR form covers movements to or from a member state of the European Union; the COM form, which the same page reserves for Saint-Pierre-et-Miquelon, Saint-Barthélemy, New Caledonia, French Polynesia and Wallis-et-Futuna, does not apply to Saint-Martin. The page does not itemise specific routes, so route-level form allocation remains unresolved: it says nothing on the Dutch side of Sint Maarten, and it assigns no form to direct flows between Saint-Martin and metropole or Guadeloupe, which are movements within France rather than movements to or from another member state; the page's wording does not subject them to either form, and this cannot be inferred from Saint-Martin's place inside the EU customs territory, so no such route is classified here (MF-cash-route-mapping-unknown). No declaration can be filed afterwards as a regularisation; non-declaration, false declaration or non-presentation is punishable by a fine of up to 50% of the sum concerned and temporary retention of the cash.
