Dated and signed annex form: by post before transporting the funds, addressed to the Direction de la Sûreté Publique (9, rue Suffren-Reymond, BP 555, MC 98015 Monaco Cedex); or at the latest during the transport of the funds in the Principality, by handing it to an agent of the Sûreté Publique. Keep a duplicate of the declaration during the stay in the Principality and produce it on request (OS 2.318 Arts. 53–54). Law Art. 60 also allows declaration "par écrit ou par voie électronique", but the complete consolidated OS 2.318 as served by Legimonaco (version @2025.06.07, full page verified 2026-09-30) operationalises only these two modes for the Arts. 60/60-1 declarations — no electronic filing channel for them appears anywhere in the ordinance text; whether a separate service outside the ordinance offers one is unconfirmed.
Who it applies to, exceptions and limits (full text)
Any natural person entering or leaving the territory of the Principality of Monaco who transports cash on themselves, in their baggage or in their means of transport must declare it when the total is strictly above EUR 10,000 (Law n° 1.362 of 3 August 2009, Art. 60: "supérieur à un montant fixé par ordonnance souveraine"; Ordonnance Souveraine n° 2.318, Art. 64 fixes that amount at 10.000 euros and the annex form is for a "valeur totale excédant 10.000 euros" — exactly EUR 10,000 does not trigger the duty; do not apply the French/EU "EUR 10,000 or more" rule). "Argent liquide" per OS 2.318 Art. 51-1: banknotes and coins in circulation; bearer-negotiable instruments (travellers' cheques; bearer cheques, promissory notes and money orders); gold coins with at least 90% gold and unminted gold (bars, nuggets, aggregates) with at least 99.5% gold; non-named prepaid cards not linked to a bank account. Unaccompanied cash shipped without a carrier falls under Law Art. 60-1 (sender/recipient disclosure) and is out of scope here.
