On arrival, at the border: subscribe the declaration with the customs services at entry. During the stay, the bank annotates the declaration up to the amounts cashed. On departure, when re-exporting previously imported foreign-currency instruments or means of payment, foreign non-residents and MRE subscribe the declaration with the border customs services and produce the import declaration subscribed at entry.
Who it applies to, exceptions and limits (full text)
Any person entering Morocco with commercial papers (effets de commerce), means of payment or financial instruments must subscribe a customs declaration when their value is equal to or above MAD 100,000; below MAD 100,000 the customs declaration is optional. The import declaration is valid for up to 1 month for residents and 6 months for non-residents and is annotated by the bank up to the amounts cashed; it must be presented to justify the origin of the funds, in particular on re-export of the devises, whatever the amount. On departure, foreign non-resident natural persons and Moroccans Resident Abroad (MRE) may export foreign-currency instruments or means of payment previously imported by them; this operation is subject to declaration to the border customs services and must be justified by the import declaration subscribed at entry. For MRE only, the 2025 ADII circular additionally makes the declaration obligatory at both entry and exit when the amount of foreign-currency instruments or means of payment is equal to or above the counter-value of MAD 100,000 (optional below), the declaration being kept to justify the origin of the means of payment exported at exit.
