Per the Department of Immigration's official announcement (02-09-2025): the Department launched the new Lao Digital Immigration Form (LDIF) to streamline border procedure on 1 September 2025 at four international checkpoints — Wattay International Airport, Luangprabang International Airport, Pakse International Airport and Lao-Thai Friendship Bridge I — and all foreign nationals and stateless people using passports are required to register through LDIF at immigration.gov.la before entering into or departing from Lao PDR. Duty/cash thresholds are covered by the separate verified cash-declaration procedure.

When to apply

On both entry and exit, present the completed declaration form together with the cash, precious metals and BNIs to a customs officer at the border checkpoint.

Who it applies to, exceptions and limits (full text)

Regulation 06/NCC of 19 May 2015 and Article 51 of the Law on Customs (Amended), No. 81/NA of 2020, both require passengers — Lao nationals, foreigners and immigrants — entering and exiting Laos with cash, precious metals or bearer negotiable instruments worth more than LAK 100,000,000, or the equivalent value in other currencies, to declare to a customs officer at the border checkpoint, completing the customs declaration form (issued by the Ministry of Finance under the 2015 Regulation; the printed form designated by the Customs Administration under the 2020 Law). Cash includes banknotes and coins in any currency; BNIs include bank and travellers cheques, money orders, bonds and bank drafts. At exactly LAK 100,000,000 the two instruments conflict: Article 3 of the 2015 Regulation uses "100,000,000 (one hundred million) kip or more", so declaration may still be required at that exact amount — see the unresolved threshold item; do not treat exactly LAK 100,000,000 as exempt. For departure, Article 4 of the 2015 Regulation additionally requires supporting certificates/permits from relevant organizations and prior import documentation; declaration is not a substitute for those documents.
