Kazakh Customs accepts and registers passenger customs declarations without charge. Across the EAEU external customs border, cash/travellers cheques above USD 10,000 equivalent must be declared; other monetary instruments have their own declaration requirement. Separately, Presidential Decree 830 prohibits exporting foreign cash or foreign-currency monetary instruments above USD 10,000 equivalent, at the National Bank rate on export day. Declaration does not authorise such export. The published decree lists institutional and Government-defined exceptions; do not extend them to ordinary travellers. This foreign-currency restriction is not a blanket tenge ban. EEC baggage allowance: air up to EUR 10,000 AND 50 kg; non-air/pedestrian up to EUR 500 AND 25 kg. Alcohol above 0.5% ABV has a separate 3-litre allowance. In Kazakhstan tobacco and alcohol allowances apply at age 21+, per Annex 1 Note 3.
