When to apply

In-bound: written declaration to an officer at the time of entry, with the additional Form C particulars on the form provided. Out-bound: disclosure only if an officer makes a verbal or written inquiry.

Who it applies to, exceptions and limits (full text)

In-bound (SL 39 of 2019, reg. 3(1)): a person transporting into the Islands money amounting in the aggregate to ten thousand dollars (CI$10,000) or more, or its equivalent, must declare it in writing to an officer at the time of entry and supply the other particulars required on the form provided - Form C, Report of International Transportation of Money (for amounts of CI$10,000 or more); the declaration card's reverse likewise requires declaring Currency and Negotiable Monetary Instruments valued CI$10,000 or more, foreign equivalent, or a combination of both, and filing the additional particulars on the form provided. Under reg. 3(2) the Director determines the form and may combine the declaration with any other declaration required by law (the card's item 8(d)); Form C is therefore not a separate second procedure. Money covers bank notes or coins that are legal tender in any country plus bearer monetary instruments (cheques, traveller's cheques, promissory notes, money orders, postal orders, bearer negotiable instruments); bullion is not a monetary instrument under the card's definition but must still be declared on entry. Exempt (reg. 3(6)): the Cayman Islands Monetary Authority and common carriers of passengers as to passengers' money. The card front's item 8(d) wording 'over $10,000' conflicts with the reverse instructions, Form C and the regulation, which all read 'or more' and thus include exactly CI$10,000; the regulation governs. The money obligation attaches to the person transporting; no family-aggregation rule for money is stated. Out-bound (reg. 4): reg. 3 applies to money transported out of the Islands except that the disclosure is only required upon verbal or written inquiry by an officer (officers may question any person entering or leaving, reg. 6(1)) - these official sources establish no traveller-initiated departure money form; Form C's official-use field records the basis as 'Declaration' or 'Disclosure', confirming one form with two triggers. Penalties: false declaration - fine up to ten thousand dollars and/or one year's imprisonment plus forfeiture of the money up to the value transported (reg. 3(3)); administrative penalty possible instead (reg. 5); Form C warns of forfeiture of up to 25% of the money and notes a photocopy of your identification document is retained with the form.

When to apply

At arrival customs clearance; duty, if any, is assessed on the declared value under the appropriate tariff.

Who it applies to, exceptions and limits (full text)

Card policy: persons within their duty-free allowances are not required to complete the form and may proceed through the free-flow channel upon entry; every passenger, or the head of a family travelling together, with goods to be declared must complete it - only ONE written declaration per family. Cayman Islands residents must declare the total value of all articles acquired abroad (by purchase, as a gift or otherwise) in their or their family's possession at arrival; visitors must declare the total value of gifts, foods, spirits, liquor, tobacco products and any articles they intend to leave or consume in the islands (legal basis printed on the card: s. 62 Customs and Border Control Law, 2018 Revision). Allowance (CBC press release, 9 September 2026): effective 1 September 2026, returning residents may bring personal and household goods valued at up to CI$800 duty free at the Director's discretion (amendment to Schedule 2 of the Customs Tariff Act, 2026 Revision); the CI$500 allowance printed on the card is outdated. A temporary CI$1,000 allowance applies only from 23 November 2026 through 7 January 2027, with the permanent CI$800 allowance resuming 8 January 2027; as of late September 2026 the applicable rate is CI$800 - do not apply the winter rate early or to visitors. The allowance covers returning residents' personal and household goods only, not merchandise, commercial goods or items intended for resale; goods exceeding the applicable allowance must be declared with duty paid on the excess. Passengers over 18 (card): up to 1 litre of spirits, or 1 case (not exceeding 8 litres) of beer, or 4 litres of wine; up to 200 cigarettes, or 250 grammes of tobacco, or 25 cigars, or 100 cigarillos. Agricultural items, restricted goods and reportable currency require declaration regardless of allowances.
