When to apply

At entry or exit, report to the customs office and declare goods, baggage or conveyance in the prescribed manner when required; the generic site calls the arrival declaration written, while Article 17 expressly permits oral declaration for non-commercial goods. At ports and airports, use the red lane for goods to declare and green lane if there is nothing to declare. The exact form URL and whether any particular personal effect needs a form remain unresolved.

Who it applies to, exceptions and limits (full text)

Under Arrêté No. 24-08/MFBSB/CAB of 3 May 2024, Article 3, travelers arriving in or departing from the Union of the Comoros report to customs and make the prescribed declaration to an officer for goods, baggage or a conveyance in their possession or control. Article 17 permits travelers to declare non-commercial goods verbally, including certain unaccompanied baggage. Article 6 allows a green lane at airports and ports for travelers with nothing to declare and a red lane for those who must declare goods. The Customs website describes a written arrival declaration stating nature, quantity and value, but it must be read with the order and its personal-effects franchise in Article 19; it does not prove that every personal effect or a traveler with nothing to declare requires a written form.

When to apply

Declare to Comorian Customs when entering or leaving with the listed assets above the Article 26 total-value threshold.

Who it applies to

Article 26 of Arrêté No. 24-08/MFBSB/CAB requires an adult traveler entering or leaving the Union of the Comoros to declare to Customs cash (espèces), bearer instruments (instruments au porteur), precious metals or precious stones when their total value is strictly greater than 1,500,000 francs per adult. At exactly 1,500,000 francs the Article 26 threshold is not exceeded. The order says only “francs”; this record does not substitute an ISO currency code or a conversion. A separate rule for minors was not found.
