The online C5 may be completed up to 30 days before arrival; PICA also allows completing it on arrival at the airport (airport Wi-Fi, tablets and staff assistance available). No mandatory advance-filing window is stated.
Who it applies to, exceptions and limits (full text)
Since 1 September 2023 JCA mandates that all arriving passengers complete and submit an Electronic Passenger Declaration (C5) via enterjamaica.gov.jm for final clearance at its international airports, free of charge to visitors and residents (PICA helpdesk FAQ likewise states the online C5 is free). PICA's current travel-documents page requires every traveller entering Jamaica to present a completed and signed Immigration/Customs C5 form, either online or a physical form. The C5 itself asks whether the traveller carries currency or monetary instruments over US$10,000 or equivalent — a question on the same form, distinct from the separate POCA CTR filing — and whether goods exceed the personal duty-free allowance or include gifts/articles for resale. Duty-concession eligibility involves no separate submission: per the JCA Passenger Allowance page, passengers aged 18+ may receive an additional concession for other personal/household effects up to US$1,000 total value, not applicable to aircraft/ship crew; the 2020 paper C5 card instead prints a US$500 duty-free allowance plus duty-free tobacco/alcohol (200 cigarettes or 50 cigars or 230g tobacco; 1L spirits; 1L wine; 170ml perfumed spirits; 340ml toilet water) — the amount version skew is not reconciled here.

POCA Section 101 CTR — Report of International Transportation of Currency or Bearer-Negotiable Instruments (traveller filing)

Stated as the form's own two separate provisions, not merged into one step: WHO MUST REPORT quotes the statutory requirement to report 'before the transportation takes place' to the Chief Technical Director of the Financial Investigations Division; WHEN AND WHERE TO FILE (A) directs travellers entering or leaving Jamaica to file the CTR form with the Customs Officer in charge of the port of entry or departure. The same page does not state how these two timings reconcile for an inbound traveller, so no definite 'file with Jamaica port customs before transportation begins' step is asserted.
Who it applies to, exceptions and limits (full text)
Official FID form stating the report is required by Section 101(2) of the Proceeds of Crime Act 2007: every person who transports or causes the transportation of cash into or out of Jamaica exceeding US$10,000 (or its equivalent in any other currency) must report. Header: 'Declaration of Cash or BNI Exceeding US$10,000 or its equivalent in any other currency'. Part II is completed by persons entering/departing Jamaica, and 'WHEN AND WHERE TO FILE' directs travellers to file the CTR with the Customs Officer in charge of the port of entry or departure — a separate filing from the C5's same-form currency question. FID (October 2025): carrying cash across borders is not illegal, but any amount over US$10,000 must be declared with clear proof of source and purpose. Whether exactly US$10,000 triggers the duty remains unresolved; the verified wording is 'exceeding'/'over'. The form's shipper/mailer and person-in-charge-of-conveyance parts are cargo procedures, not traveller steps.
