At the moment of entering or leaving Italy, complete, sign and deposit the declaration exclusively at a customs office — Carta doganale §§2.2/3.2: 'compilare una dichiarazione, da sottoscrivere e depositare esclusivamente presso gli uffici doganali al momento dell’entrata nello Stato o in uscita dallo stesso'. The model form is downloadable from the ADM Carta doganale page ('Modello per la dichiarazione di trasferimento di denaro contante') and from the Modulistica section of adm.gov.it (ADM FAQ); it requires the carrier's dated signature (form section 8). No electronic filing channel is stated in the current sources. Non-, incorrect or incomplete declaration is a currency-law violation carrying administrative seizure of part of the sum and administrative sanctions (August 2026 Charter ladder).

Transporting accompanied cash (denaro contante) or equivalent instruments (valori assimilati: bearer-negotiable instruments and assets used as highly liquid stores of value, e.g. gold) with a combined total of EUR 10,000 or more ('pari o superiori a 10.000 euro' — the threshold includes exactly EUR 10,000) requires a declaration when entering or leaving Italy. The duty is two-directional and covers both country groups, per the Carta doganale (Edizione Agosto 2026): section 2.2 'La misura si applica a tutti i movimenti da e verso i paesi UE' (all movements to and from EU member states — Italy's own intra-EU rule, going beyond the EU external-border regime); section 3.2 states the same for 'tutti i movimenti da e verso paesi extracomunitari' (non-EU countries, matching Reg. (UE) 2018/1672). The ADM FAQ confirms: 'La misura si applica a tutti i movimenti da e per Paesi UE ed extra UE'. Below EUR 10,000 in total, transport is free. The official form 'Modello di dichiarazione (denaro al seguito)' (Art. 3 Regolamento (UE) 2018/1672; D.Lgs. 195/2008) offers four situations in section 1 — entry into / exit from the EU and entry into / exit from Italy — corroborating the four-way scope. This corrects the previous v18 entry, which wrongly limited the duty to arrival only; the EU-level 2009 EC leaflet linked by ADM — superseded historical background, retained as a source for provenance only and supporting nothing — covers only the EU external border and itself notes that member states keep separate intra-Community rules, so it cannot narrow the national scope.
