Download, print and complete declaration form 84a (Customs Form 84) and submit it to the customs officer at the border crossing upon entry into or exit from Israel. If no customs officer is present, send the form by registered mail with delivery confirmation within 72 hours from the time of entry or exit to the National Center for the Prohibition on Money Laundering, Customs and VAT Division Headquarters, P.O. Box 320, Jerusalem 9100202. In any case of doubt about the duty to report, consult the customs employees at the border crossing.
Who it applies to, exceptions and limits (full text)
Anyone entering or leaving Israel who holds funds must declare them: cash, bank cheques, travellers' cheques, bearer securities, negotiable instruments and payment cards. Confirmed obligation: under the page's Section 9 note, reporting is required when the value of the funds is above the threshold of 50,000 NIS, or 12,000 NIS when crossing a land border. The same page's amounts list, however, reads '50,000 ILS or more' through any border crossing and '12,000 ILS or more' through the Nizana, Jordan River, Yitzhak Rabin and Taba crossings, so whether exactly 50,000 or 12,000 ILS must be declared is not confirmed (see IL-audit-2; the page itself defers to the law in case of conflict). Jointly owned funds split among travellers can still trigger the duty. The Allenby Border Crossing is handled by a separate linked online-reporting service and is outside these amounts. Form84 is free.
