Who it applies to, exceptions and limits (full text)

Customs' current arrival guidance (site build 19 February 2026) states that every passenger entering or leaving Indonesia must submit the carried-goods list through a digital customs declaration form, and that arrivals by air and sea use the one-door All Indonesia service (allindonesia.imigrasi.go.id), which integrates immigration, customs declaration, health and quarantine in one link; the passenger selects Indonesian-citizen or foreign-visitor category. Passengers over 60, disabled passengers, regular hajj passengers and VVIP passengers may instead make an oral declaration to the receiving officer. Rollout history (retained, not per-port current status): mandatory from 1 September 2025 at the named international airports and Batam ports; Yogyakarta Immigration from 1 October 2025; individual checkpoints' technical integration is not established. Duty-free description (not a separate procedure): USD 500 FOB per passenger per arrival, excess dutiable at 10% plus VAT; 1 litre alcohol (21+) and 200 cigarettes/25 cigars/100g cut tobacco (18+), excess destroyed; USD 50 for crew.

When to apply

For land (PLBN) arrivals the page states filling can start three days (H-3) before the scheduled arrival in Indonesia. Passengers departing with cash of Rp 100 million equivalent or more, or other specified goods, should submit the declaration online under the official site's provisions, but the source text obtained gives no exact advance-filing window for this departure case - the H-3 sentence in the land/departure section reuses the arrival wording, so the departure e-CD window remains unknown; the e-CD portal menu likewise states no filing window for its Keberangkatan (BC 32/BC 34) items. The Barang Penumpang page's separate 'two days before arrival' sentence is another page's/possibly older usage and is not reconciled with H-3.

Who it applies to, exceptions and limits (full text)

Customs' current arrival guidance directs passengers arriving by land (PLBN border-crossing posts) and passengers departing abroad carrying cash of Rp 100 million equivalent or more, or certain other goods, to fill the customs declaration at ecd.beacukai.go.id and keep the resulting QR code for scanning at the arrival or departure terminal, avoiding physical forms. The e-CD portal's own menu (footer: © 2026 Direktorat Jenderal Bea dan Cukai) separates Kedatangan (arrival) into (UDARA & LAUT) and (DARAT) ECD, and lists under Keberangkatan (departure) two distinct items - Pembawaan Uang (BC 32) for money carriage and Pembawaan Barang (BC 34) for goods - so the outbound cash declaration is the portal's BC 32 menu item, not the BC 2.2 customs-declaration form at /forms/bc22; the menu attests this channel/form classification only, states no filing window, and the form numbers are quoted exactly as displayed without expansion. The e-CD site's own notice states that from 1 September 2025 all passengers and crew bound for Indonesia fill the Customs Declaration via allindonesia.imigrasi.go.id; the land/departure e-CD allocation appears on the customs arrival page of February 2026 build, and per-checkpoint availability is not individually verified.

When to apply

At entry or exit, whenever the amount carried is at or above the threshold; departure with cash of Rp 100 million equivalent or more is an e-CD case.

Who it applies to, exceptions and limits (full text)

Cash (rupiah or foreign currency, including banknotes) and other payment instruments (bilyet giro; cheques, travellers cheques, surat sanggup bayar, deposit certificates) valued at Rp 100,000,000 or more - the threshold is inclusive - must be notified to the Customs officer when carried into or out of Indonesia; not reporting or incorrectly reporting cash carriage can attract administrative sanctions. The same current guidance requires foreign banknotes equivalent to Rp 1,000,000,000 or more to be accompanied by a Bank Indonesia permit. The cash item sits inside the online Customs Declaration, with the channel split of the current arrival page: air/sea arrivals declare within All Indonesia, land (PLBN) arrivals via e-CD, and passengers departing with cash of Rp 100 million equivalent or more file the e-CD, whose portal menu labels the outbound money item Pembawaan Uang (BC 32) - the menu attests channel classification only, not any filing window. Cash thresholds are distinct from goods duty-free allowances. 2026-09-29 complete FAQ: cash and/or other payment instruments of at least Rp100,000,000 must be reported to the Customs Officer (threshold inclusive, 'paling sedikit'); Rupiah cash of at least Rp100,000,000 carried out of the customs area requires a Bank Indonesia permit and the same amount brought in must be reported with authenticity checked; individuals may not carry foreign banknotes of at least Rp1,000,000,000 equivalent at all — only corporations or individuals acting on a corporation's behalf, with Bank Indonesia permission and approval. Basis cited on the page: PMK 100/PMK.04/2018 amending PMK 157/PMK.04/2017.
