When to apply

Arrival: declaration via Red Channel at the control point. Departure: disclosure when required by a Customs officer. E-form may be pre-filled before arrival.

Who it applies to, exceptions and limits (full text)

Arrivals at specified control points carrying currency and bearer negotiable instruments (CBNIs) totalling more than HKD 120,000 must declare at the red channel. Other arrivals and persons about to depart must disclose when required by Customs and declare if above the threshold. An accompanying adult who knows that an under-16 has such CBNIs must declare/disclose for the child. Airside transit passengers without immigration clearance are exempt. Travellers may pre-fill an e-form and present its QR code, or use a paper form. Foreign-currency valuation follows the Customs page exchange-rate rules; amounts on the form are recorded in the original currency. First-time HKD 2,000 settlement is conditional on no prior money-laundering/terror-financing conviction and no reasonable suspicion the funds are criminal proceeds or terrorist property; it is not automatic.
