When to apply

On arrival; unconsumed relief goods are re-exported at the end of the stay; the detailed or simplified declaration is lodged at the entry customs post.

Who it applies to, exceptions and limits (full text)

Arriving travellers receive duty relief for personal effects showing no commercial character by nature or quantity; such goods must not be sold or transferred in Guinea-Bissau and unconsumed items must be re-exported. The general duty-free value ceiling per traveller is the limit fixed by an Order (Despacho) of the Minister of Finance under art. 9 of Law 2/1995; the amount is not stated on the customs page. When total value lies between that limit and three times it, a flat 15% ad valorem duty applies to the difference; above three times the limit normal tariff classification applies, without prejudice to the exemption up to the limit. Separately, whenever the total value of goods accompanying the traveller exceeds CFA 200,000 (strictly exceeding, the threshold itself excluded), a detailed or simplified declaration must be lodged at the traveller's entry customs post, and the declaration in the importer/owner's name must be completed by a customs-accredited broker — this is a declaration requirement, not a duty-free allowance. Duty-free quantity limits per traveller: tobacco 200 cigarettes, 100 cigarillos (max 3g each), 50 cigars or 250g tobacco, or a proportional assortment; alcohol 2 litres; perfume 50g; toilet water 0.25 litre; medicines to personal needs. Minors receive no tobacco or alcohol allowance.

When to apply

At the customs entry or exit point; residents must surrender excess foreign currency within eight working days of return.

Who it applies to, exceptions and limits (full text)

Regional UEMOA/BCEAO rules apply in Guinea-Bissau as a member state. Layer 1, any currency, physical cash and bearer negotiable instruments: customs declaration at the entry or exit point when the total reaches CFA 10,000,000 (threshold inclusive) for movements between member states (Instruction 002-03-2025, in force 18 March 2025), or CFA 5,000,000 (inclusive) to or from a third state (Instruction 231/07/2024, in force 16 July 2024, replacing 008-09-2017). Layer 2, non-residents' foreign-currency cash: Instruction 06/07/2025/RFE, in force 1 August 2025, article 7 verified against scanned page 2 — non-resident travellers must make a written declaration, on entry and on exit, of foreign-currency cash payment means whose amount exceeds the equivalent of CFA 500,000 (strictly exceeding, threshold itself excluded); article 8 caps re-export at the amount declared on entry or evidenced by qualifying purchase receipts. Layer 3, same instruction, distinct actions and not a second traveller form: residents travelling outside UEMOA declare foreign-currency cash above CFA 3,000,000; foreign-banknote allocations are capped at CFA 3,500,000 per person per trip; returning residents must sell to authorised intermediaries foreign currency above CFA 500,000 within eight working days; CFA notes and coins carried outside UEMOA are capped at CFA 500,000. Layer 4, national customs guidance (traveller page, no legal citation given): non-residents declare in writing all foreign currencies carried above CFA 5,000,000 (coins, travellers cheques and other payment means combined) on entry or exit; residents face no limit within UEMOA but must declare payment means above CFA 5,000,000 on entry when intending to exit to non-UEMOA countries. The national page does not mention the 2025 regional instruction; for non-residents' foreign-currency cash above CFA 500,000 and at or below CFA 5,000,000, how the two thresholds are applied at Guinea-Bissau ports remains unverified.
