Who it applies to, exceptions and limits (full text)

Direction: arrival into Guam, all arriving passengers. Per the official CQA newsletter THE SHIELD (January-March 2025): as of Feb. 4 the mandatory Guam customs declaration form required of all arriving passengers is available only electronically and the use of hard copy forms has officially been discontinued; all arriving passengers must complete and submit the form and can do so up to 72 hours before arrival; only one form is required per family, defined as all individuals living in the same household who are related by blood, marriage, domestic partnership, or adoption; passengers unable to complete the form online before arrival may complete it at the kiosks in the A.B. Won Pat International Airport baggage claim area before proceeding to the Guam Customs inspection counters, and QR-code banners plus the free airport Wi-Fi login are also available in the baggage claim area for completion on personal devices. The CQA homepage still lists the Guam Electronic Declaration Form with desktop and mobile entries. The form platform itself could not be text-verified this batch: a direct fetch of the form URL returned only a JavaScript shell ('You need to enable JavaScript to run this app. Powered by Agregar'), so no form-intrinsic details (fields, joint-submission wording, any cash question) are asserted from it. Territorial boundary: under 19 CFR 7.2 Guam is outside the customs territory of the United States and the customs administration of Guam is under the Government of Guam, so US mainland traveller rules do not apply of their own force. Duty-free allowance quantities and any cash threshold attached to the Guam EDF are not stated in any captured official text and remain unknown.

When to apply

Channel: conditional. At the port of first arrival in the United States: orally where the CBP officer accepts an oral declaration under the conditions of 19 CFR 148.12, otherwise in writing on Customs Form 6059-B acknowledged before the Customs officer who examines the baggage (19 CFR 148.13).

Who it applies to, exceptions and limits (full text)

Direction limited to arrival into the United States customs territory (the States, the District of Columbia and Puerto Rico) by a person carrying articles from Guam — the reverse direction of the Guam arrival EDF, recorded as a separate procedure strictly for this direction. Under 19 CFR 148.11, all articles brought into the United States by any individual must be declared to a CBP officer at the port of first arrival. Under 19 CFR 148.12, returning residents and nonresidents arriving in the United States may make an oral declaration under stated conditions; for a returning resident, direct or indirect arrival from Guam falls under the $1,600 aggregate fair-retail-value condition (not more than $800 of which acquired elsewhere than Guam and similar locations) — this figure is an eligibility condition for oral declaration tied to personal exemptions, not a general duty-free allowance table. Under 19 CFR 148.13, unless an oral declaration is accepted, the declaration shall be in writing on Customs Form 6059-B, listing all articles acquired abroad, and each written declaration shall be acknowledged before the Customs officer who examines the baggage. Under 19 CFR 7.2(a), goods from Guam are subject to column 1 HTSUS rates — that is tariff treatment only, and general tariff rates are not to be read as traveller allowance tables. No Guam-side (Government of Guam) departure submission for exiting Guam is evidenced in any captured text; this procedure is the federal, arrival-side declaration only, so no separate Guam departure procedure is recorded. Channel is conditional by schema and by substance: an oral declaration exists only where the officer accepts it under 19 CFR 148.12; in every other case 19 CFR 148.13 mandates written Customs Form 6059-B — there is no unconditional single-mode channel for this procedure.
