At entry or exit.
Who it applies to, exceptions and limits (full text)
Effective 1 September 2025 under Bank of Ghana Notice BG/GOV/SEC/2025/27 (issued under the Foreign Exchange Act, 2006 (Act 723), the Anti-Money Laundering Act, 2020 (Act 1044) and the Customs Act, 2015 (Act 891) as amended by Act 1014). Travellers entering or leaving Ghana by air, sea, land or any other entry or exit point may carry up to US$10,000.00 equivalent in foreign currency and monetary instruments without declaration; amounts above US$10,000 equivalent (strictly more than) must be declared in full on the official Foreign Currency Declaration Form (FX-5) of the GRA Customs Division, indicating the source and purpose of the funds. Inbound travellers carrying amounts above US$10,000 must also present proof of declaration of the funds from their port of origin or departure, as part of the same filing. Outbound travellers with more than US$50,000 equivalent must declare the funds on Form FX-5 and additionally attach an endorsed foreign exchange bureau receipt and endorsed bank slips evidencing withdrawal or purchase — supporting documents of the same FX-5 filing, not a separate form. Monetary instruments covered include coins, cash/currency, travellers cheques, personal and cashier cheques, bearer shares and bonds, money orders, gold/silver/precious stones and prepaid wallets. Failure to declare, false declaration or failure to provide required documentation results in immediate seizure of the undeclared amount or monetary instruments, fines, or criminal prosecution. The notice's prohibition on transporting foreign currency through mail or cargo and its separate importers' documentary requirements are outside traveller applicability and are recorded as background in the report. The notice states no fee; fee unknown.

On arrival, at the Customs examination area (green/red channel selection at airports).
Who it applies to, exceptions and limits (full text)
The GRA Customs Division states the following obligations for all passengers using Ghana's air and sea ports and land borders (undated page, retrieved 28 September 2026): passengers should not enter or disembark from a ship, aircraft or vehicle without permission from Customs; all passengers must go by the most direct route to the Customs examination area and produce all baggage; passengers must make a written or oral declaration of goods and baggage imported by them to Customs. All arms and ammunition must be declared to Customs (restricted items; import requires a special permit). At airports the same declaration is routed through the Green Channel (goods the passenger is sure are free of duty and allowable under the passenger baggage concessions) or the Red Channel (commercial goods; restricted goods or drinks in excess of allowed quantities; goods imported temporarily) — channel selection is routing of the same declaration at the airport, not an additional form. The GRA Customs FAQ corroborates the written/oral arrival declaration. Duty-free quantity catalogues, concession use conditions (including the six-month test for electrical goods), the separate removal-articles concession for returning residents, examination/penalty details and the page's currency guidance are background only (see report), not separate filing triggers. The page states no fee; fee unknown.

Immediately on arrival or within forty-eight (48) hours of arrival.
Who it applies to, exceptions and limits (full text)
Conditional procedure on the same undated GRA passengers-obligations page (retrieved 28 September 2026): where part of a passenger's baggage has arrived in advance or is left behind to arrive in another aircraft, ship or vehicle, or by post, the Passengers Unaccompanied Baggage Declaration (PUBD) must be completed to account for it. Passengers who have sent their personal effects in advance or are expecting personal effects after arrival must make this declaration immediately on arrival or within forty-eight (48) hours of arrival; a passenger who fails to declare may forfeit the concession (duty relief on those personal effects). The page does not state the form's medium (counter-issued or downloadable) or any fee, and no PUBD form PDF is linked.
