When to apply

On arrival in or return to French Guiana (page wording: 'à votre arrivée ou retour en Guyane'); the outbound direction (Guiana to metropolitan France) is checked on entering metropolitan France. The page names no specific form, channel or office.

Who it applies to, exceptions and limits (full text)

Real traveler action, not a separate allowance procedure: on arrival in or return to French Guiana you must declare goods you bought or were given (even if bought all taxes included in metropolitan France) when their value exceeds the duty-free allowance, and pay the local taxes (octroi de mer and octroi de mer régional, Guiana rates). Value allowances per traveler, strictly by direction: (1) from metropolitan France or an EU country to Guiana: EUR 1,000 — the official table shows EUR 1,000 in every age/transport-mode column; (2) from a third country to Guiana: EUR 150 for its 'Voyageurs - de 15 ans' column, EUR 430 for 'Voyageurs + de 15 ans en avion ou en bateau' and EUR 300 for 'Voyageurs + de 15 ans autres modes de transport' — the page does not clarify which column applies to a traveler exactly 15 years old; (3) from Guiana to metropolitan France: the same EUR 150 / 430 / 300, and for this direction the general customs allowances page (updated 2026-08-06) words the categories as 'Voyageurs de moins de 15 ans' and 'Voyageurs de 15 ans et plus' (a traveler exactly 15 belongs to the 15-and-over tier). Quantity allowances per traveler, in both directions (third country / EU country / metropolitan France to Guiana, and Guiana to metropolitan France): tobacco 200 cigarettes or 100 cigarillos or 50 cigars or 250 g of smoking tobacco; alcohol 1 litre if more than 22° or 2 litres if less than 22° (page wording), plus 4 litres of wine and 16 litres of beer; all travelers under 17 are excluded from the tobacco/alcohol allowances — a separate age rule from the 15-year value columns. Allowances cannot be pooled for a single item (a family of four may not combine 4 × EUR 430 for one EUR 1,720 device). An item above the allowance is taxed on its full value without abatement: customs duty (third-country products only), VAT/TVA (in metropolitan France), octroi de mer and octroi de mer régional (Guiana rates); under CGI article 294-1, VAT is not applicable in Guiana itself. Octroi de mer is a local tax — not a customs duty and not a filing fee. This goods declaration is separate from the EUR 10,000 cash declaration.

When to apply

Electronically via the DALIA teleservice from 30 days before the transport date at the earliest, until before crossing the border on the day of travel; or at a customs office at the moment of entering or leaving French territory.

Who it applies to, exceptions and limits (full text)

Independent cash-control procedure, separate from goods allowances: any person (French resident or not; minors through a parent or legal representative) transporting cash — banknotes and coins, bearer-negotiable or endorsable instruments (bearer cheques, travellers' cheques, money orders, promissory notes...), gold, and for intra-EU flows prepaid cards — of an amount equal to or above EUR 10,000 (or the equivalent in foreign currency; exactly EUR 10,000 is included) must declare it to French customs. Proven directions for French Guiana (a DROM): between Guiana and a foreign country — a third country (for Guiana, e.g. Brazil or Suriname) or another EU member state — in either direction; the DALIA FAQ states that transports of cash between a DROM/COM and foreign territory (EU member states or third states) must be declared. Explicitly NOT declarable: cash transported between metropolitan France and French Guiana; the DALIA FAQ states this does not fall within the cash declaration obligation (crossing a goods-tax border is not a cash border). Paper channels: the harmonised EU form covers extra-EU movements to or from metropolitan France, the overseas departments (DOM) or Saint-Martin; the national FR form covers intra-EU movements to or from metropolitan France, the DROM or Saint-Martin. No declaration can be filed a posteriori as a regularisation. DROM-to-DROM routes are not named in the FAQ and remain unknown.
