When to apply

Card issued before landing and completed before the immigration checkpoint; presented there with passport and supporting documents. Goods not qualifying for duty-free entry are subject to Customs Duty (based on CIF value - Cost, Insurance, Freight), Value Added Tax, Import Excise Duty (where applicable) and an Import Entry Transaction Fee; these are goods-related duty/tax charges, not a fee for the card, and no card fee is stated anywhere on the captured pages. If duty cannot be paid, goods will be detained and may be disposed of if unclaimed; all payments must be made in Fijian currency. Tip on the page: keep receipts for all purchases, including duty-free items. Page last updated: September 18, 2025.

Who it applies to, exceptions and limits (full text)

Every traveller arriving in Fiji. Before landing, the traveller receives a Fiji Passenger Arrival Card from the airline, shipping agent or flight crew and must complete both sides of the card clearly and legibly; the captured official text describes only this paper card and mentions no online arrival declaration. At the immigration checkpoint the traveller presents the completed card, passport and any supporting documents (e.g. visa approvals, airline tickets, authority letters). The traveller must tick 'Yes' in the Customs section of the card if carrying: (1) prohibited or restricted items (Prohibited Imports and Exports Regulations 1986); (2) currency of FJ$10,000 or more, or equivalent in foreign currency (inclusive threshold, i.e. exactly FJ$10,000 triggers it; section 5 of the same page adds 'or negotiable instruments'); or (3) biosecurity risk goods. These three are question items inside the same arrival card, not separate forms. Duty-free allowances on the same page: personal effects duty-free if owned and used prior to arrival, for personal use only (not for sale or as gifts) and reasonably expected to be carried in baggage (commercial quantities of clothing or footwear not included); alcohol and tobacco duty-free only for travellers 18 and over, if accompanied by the traveller and not for sale or on behalf of others - tobacco up to 200 cigarettes, or 200g cigars/tobacco, or a combination not exceeding 200g, e-cigarettes up to 200ml/mg, chewing tobacco prohibited; alcohol up to 3L spirits, or 4.5L wine, or 4.5L beer, or a combination not exceeding the total limit; other goods duty-free only if for personal use only, accompanied by the traveller and value does not exceed FJ$2,000 (inclusive limit); Gold Card holders: value should not exceed FJ$3,000, accompanied by the gold card holder, for personal use only, with the same tobacco and alcohol limits. Subject to duty: goods intended for commercial use (e.g. samples, business equipment), professional or technical equipment, and personal goods exceeding FJ$2,000 in value (excluding used personal effects). Currency of FJ$10,000 or more additionally requires a separate Border Currency Reporting Form (recorded as fj-border-currency-reporting-form). Medicines: if carrying prescription or controlled drugs, bring a doctor's prescription and ensure the medicine is for personal use and medically necessary. Biosecurity risk goods must be declared to the Biosecurity Authority of Fiji (BAF): food of any kind; animals, animal products, fish, birds, eggs, honey; plants, fruits, seeds, flowers, wood, soil; used equipment (e.g. camping gear, sports shoes, tools); biological specimens (e.g. vaccines, insects, fungi). Dispose of undeclared items in the Biosecurity Amnesty Bins at the border. Penalties for non-compliance: spot fine FJ$400; prosecution up to FJ$20,000 fine, 6 months imprisonment, or both.
