Always before the movement, never after it. Accompanied third-country movements (E1): before the Servicios de Aduanas of the AEAT, prior to any fiscal-control action. Accompanied EU movements (S1): at the border post where customs services exist, otherwise electronically or in person before the customs services before the movement. Within-territory movements of EUR 100,000 or more (S1): in person at the customs services, or at credit entities where the movement is at least partly charged to or credited to an account of the declarant or of the entity's client. A domestic movement chained to an EU entry or exit is declared on a single S1; chained to a third-country exit it takes two models (S1 for the domestic leg, E1 for the exit). The declaration is made on paper or electronically; paper forms are available at AEAT customs and excise offices and at the Delegaciones de Economía y Hacienda, or downloadable; electronic presentation on the sede uses recognized identification, authentication and signature — completing the model does not by itself constitute presentation.

A traveller physically carrying payment means must declare: banknotes and coins, national or foreign; bearer or endorsable negotiable instruments (traveller's cheques, cheques, promissory notes or payment orders — to bearer, signed with the beneficiary omitted, endorsed without restriction, to a fictitious payee, or incomplete); non-nominative prepaid cards not linked to a bank account; coins of at least 90% gold content and unminted gold (ingots, nuggets) of at least 99.5%. Entering or leaving Spain from or to a non-EU third country with EUR 10,000 or more — inclusive, per person and per trip, all means and currencies aggregated in one declaration — model E1. Entering or leaving Spain from or to an EU member state with EUR 10,000 or more — model S1. Movements within Spanish territory only, of EUR 100,000 or more — model S1. Models E2 and S2 exist only for unaccompanied means sent by post or courier, which the traveller does not carry on their person: outside this record. Minors may carry payment means; the person exercising parental authority, guardianship or curatorship owes the declaration and is deemed the carrier, and when the minor and that person travel together a declaration is due if jointly or separately they reach or exceed EUR 10,000. Bank transfers are never declarable. Non-declaration is a serious infringement: fine of at least EUR 600 and up to 50% of the value of the means, with public or private admonition and possible provisional seizure. The declaration is valid for one movement on the declared date and must accompany the means, carried by the person named as carrier in it.

On arrival at the entry point: pass the red channel and state what you have to declare; customs records the verbal declaration as a Declaración Verbal de Viajeros and settles the duties with a payment letter (telematic payment available); under the TALÓN route the stamped form (C7/D6/D12) is presented at the exit control of the customs premises. The payment-means declaration for cash is a separate duty that must already have been filed before the movement.
Who it applies to, exceptions and limits (full text)
Arriving in Spain from a non-EU country at a port, airport or land entry point, the traveller passes either the green channel (nothing to declare — itself a presumed customs declaration, with selective checks possible) or the red channel (goods to declare). The red channel is required when carrying: non-commercial goods exceeding the traveller franchise — value EUR 430 by air or sea, EUR 300 by land, EUR 150 for travellers under 15 by any mode (the value of personal medicines is not counted); tobacco 200 cigarettes or 100 puritos (cigars of at most 3 g each) or 50 cigars or 250 g smoking tobacco; alcohol 1 L spirits over 22% or 2 L of drinks up to 22%, fortified or sparkling wine (combinable pro rata), plus 4 L still wine and 16 L beer — travellers under 17 get no tobacco or alcohol franchise, and transport staff allowances fall to one tenth; or commercial goods; or restricted items (pets, CITES species, animal-origin food, plants and seeds, medicines requiring proof); or payment means of EUR 10,000 or more — this page's example reads 'más de 10.000 euros', while the dedicated medios de pago page sets 'igual o superior a 10.000 euros', which governs. Controls apply regardless of the traveller's residence or nationality. The verbal declaration is recorded in a Declaración Verbal de Viajeros; if the shipment is non-commercial, import duties are liquidated with a payment letter, or the goods may be abandoned or reexported; commercial goods are routed to the H1 electronic channel. The franquicias page handles excess goods through the TALÓN PARA DECLARACIÓN VERBAL (C7 with payment, D6 with guarantee, D12 deferred destination), stamped by customs and shown at the exit control.
