Who it applies to, exceptions and limits (full text)

Arriving in Estonia from a third (non-EU) country: non-commercial goods up to a customs value of EUR 300 are duty-exempt (air and sea travellers up to EUR 430). Tobacco and alcohol relief requires age 18+. Tobacco relief applies at the first and second entry within a calendar month: 40 cigarettes, 100 cigarillos, 50 cigars or 50 g of smoking tobacco (an air passenger up to 200 cigarettes or 250 g). Alcohol relief applies in principle at the first entry within a calendar month: wine up to 4 L, beer up to 16 L, plus 2 L of beverages up to 22% alcohol or 1 L above 22% (asterisked amounts may be combined up to 100% of the total allowance); at the second entry within a calendar month, the Estonian Tax and Customs Board may apply an additional exemption only if the traveller proves that the import of alcohol was of an occasional nature. Travellers arriving by air, train or sea are not limited by border-crossing frequency. Motor-vehicle arrivals may bring standard-tank fuel plus up to 10 L in a portable container duty-free at the first entry per month. Tobacco, alcohol and motor fuel produced in or brought from Russia are prohibited (Council Regulation (EU) 2022/1904). Goods exceeding the duty-exempt value or quantitative limits, or requiring special permits, are subject to declaration: choose the red channel; if unsure whether goods are declarable, also choose the red channel; where a border point has no channel system, address a customs official to present the goods.

When to apply

Electronic declaration in e-MTA (log in, then Customs – Simplified declarations – Cash declaration – New declaration) may be submitted up to three days before crossing the border; once submitted, the traveller must still choose the red lane at the border customs office and inform the customs official of lodging the declaration. Travellers without access to the e-services environment can submit a cash declaration on the 'Cash declaration / disclosure' webpage. Currency equivalents use the exchange rate of the day before submission (ECB rate; the declaration information system applies Estonian Master Tariff System rates). Page last updated 16.06.2026.

Who it applies to, exceptions and limits (full text)

Required when entering or leaving the European Union through Estonia's external border carrying cash of at least EUR 10,000 (threshold inclusive), or the equivalent in another currency or bearer-negotiable instrument. Cash means banknotes and coins in any currency (including currencies no longer in circulation), bearer-negotiable instruments such as travellers' cheques and promissory notes, coins with a gold content of not less than 90%, and gold in nuggets or clumps with a gold content of not less than 99.5%. For amounts below EUR 10,000 customs may carry out checks only where there is information that the cash is related to criminal activity — a separate checking power, not a routine declaration threshold. Sanctions additionally prohibit exporting euro and Member State banknotes to Russia or Belarus (narrow personal-use exemption with no fixed amount threshold) and importing gold from Russia.
