At the moment of entry or exit, before DGA officers, using the form enabled for that purpose.
Who it applies to, exceptions and limits (full text)
Statutory duty under Ley núm. 155-17, Artículo 65: every natural person, national or foreign, who enters or leaves the national territory by air, sea or land must present, on the form provided for that purpose by the Dirección General de Aduanas, a declaration notifying whether or not they transport money, electronic wallets, values or negotiable instruments to bearer, for an amount 'igual o superior a' (equal to or greater than) US$10,000.00 or its equivalent in national or foreign currency — the statutory wording is inclusive, so carrying exactly US$10,000 triggers the duty. The notification must include at least: identity, signature and address of the persons transporting or sending; identity and address of the person on whose behalf it is transported; origin and destination of the person; quantity and type of money or values; and their origin and intended use. The DGA traveller guidance requires declaring to DGA officers at the moment of entry or exit, using the form enabled for that purpose, with documents justifying the lawful source of the values. Threshold wording differs across official texts and is preserved as written, without merging: the DGA FAQ writes 'más de US$10,000' (strictly more), the same page's checklist writes bare 'Dinero en efectivo US$10,000' with no operator, the MITUR E-Ticket arrival Customs question writes 'si supera los US$10,000' (strictly exceeds), and the same law's sanction provision for non-declaration phrases the amount as 'exceda' (strictly exceeds) — how exactly US$10,000 is handled inside the online flow is open under DO-audit-4. For air arrivals the cash question sits inside the E-Ticket Customs section; the E-Ticket exit form has no Customs section, so the filing channel for an air passenger exiting with US$10,000 or more is not captured (DO-audit-6). The DGA FAQ states that no taxes are charged for carrying money itself.
