At arrival on Djibouti soil; a downloadable declaration form (formulaire.pdf) is linked from the official travellers page. The customs website also lists an e-service 'Déclaration d'espèces' under E-Services.
Who it applies to, exceptions and limits (full text)
All travellers arriving in Djibouti must declare the goods they carry and pay the corresponding duties and taxes; the traveller must declare goods in detail, declare currencies and negotiable bearer instruments (cheques, bank cards), and pay duties owed. The page lists import quantity limits without stating a duty exemption for these lines: 1 carton of cigarettes, one 1 L bottle of alcohol, one flask of perfume or toilet water; medicines for personal use allowed with a medical prescription. Carrying goods within these limits is not stated to be duty-free — the traveller's duty to declare and pay corresponding duties and taxes stands. Physical transport of cash of an amount equal to or above 1,000,000 FD (equivalent to USD 5,618) must be declared and automatically justified to the customs authorities by the carrier.
