Stated only by the readable statutory texts, which predate the unread 2014 amendment (2012 consolidated text, Art. 2(4)–(6); whether the 2014 amendment touched these articles is unknown): on entry — at the latest when the customs officer can begin examining travellers' baggage and, where a control zone is instituted, before entering it; if no customs officer is present, immediately after passage to the nearest customs officer. On exit — at the latest when passport control begins or, if there is none, when baggage examination can begin; if no customs officer is present, before passage, to the nearest customs officer. If no customs officers are present in Curaçao, at the police of the Toelatingsorganisatie Curaçao. The douane.cw page itself states no timing and no submission route.
Who it applies to, exceptions and limits (full text)
Everyone entering or leaving Curaçao must report to the Douane (Customs) authorities the money, money-valued papers, precious metals, jewellery or other objects they carry worth NAF. 20,000 or more (threshold inclusive, 'of meer'); the same applies, in both directions, where persons who demonstrably travel together jointly carry money, precious metals, jewellery or other objects worth NAF. 20,000 or more in aggregate (the page's group sentence does not list money-valued papers). The douane.cw page still prints 'NAF. 20.000 of meer'. The Caribbean guilder (XCG) replaced the Netherlands Antillean guilder (ANG) as the official currency of the common Curaçao–Sint Maarten monetary union with effect from 31 March 2025, at a one-to-one rate, the change implemented by the Centrale Bank van Curaçao en Sint Maarten (Staatscourant 2025, 24285, published 2025-07-17 — a Kingdom official gazette notice naming both countries; it evidences only this issuance fact, not any Curaçao reporting rule); Art. 16(7) of the common Regeling correspondingly requires the two Lands to guarantee that the Art. 16 landsbesluiten (including the issuance-moment decision of Art. 16(1)) are uniform and carry one identical effective date. On that basis, by Art. 18(1)–(2) of the Regeling Gemeenschappelijk Geldstelsel Curaçao en Sint Maarten (CVDR230646) — a statutory inference, not wording taken from the customs page — the NAf references in this reporting ordinance read as Caribbean guilder at one-to-one, so the operative threshold for 2026 is XCG (Caribbean guilder) 20,000 or more, inclusive: same amount, no USD conversion implied. The actual filing vehicle is not established by any readable text: the page links downloadable English and Spanish report forms and states no paper-only rule and no online channel; the signed-written-declaration formula ('inleveren van een door de aanmelder ondertekende aangifte volgens een door de Minister vast te stellen model') sits in pre-2014-amendment texts whose 2014 successor is unread. For joint carrying of money, the readable pre-2014 texts rest the obligations on each traveller separately (Art. 2(1), second sentence, and Art. 2(2), second sentence); whether that each-person allocation equally covers the 2014-expanded valuables categories is unverified because the amendment text is unread. No fee is stated in any readable text.
