GACC Notice 151 of 2023 removed the general health declaration card requirement for entering and departing travellers from 1 November 2023. Travellers with infectious-disease symptoms, including fever, cough, breathing difficulties, vomiting, diarrhoea, rash or unexplained subcutaneous bleeding, or a diagnosed infectious disease, must still proactively declare their health to Customs and cooperate with health quarantine. The current GACC service guide for entry-exit health quarantine (item type: administrative inspection; no fee; no application materials from the public) records that all travellers undergo temperature monitoring and medical patrol as a universal administrative inspection, not universal card-filling; travellers with fever or other discomfort should proactively declare their health status; those taken into the medical screening room must cooperate with axillary mercury-thermometer temperature checks and truthfully and completely fill the health declaration card there. Showing a vaccination certificate for travel from yellow-fever-endemic countries (regions), or a health certificate in cases under Article 102 of the implementing rules, is a separate documentary track. This does not rule out additional origin- or outbreak-specific measures; the boundary of the check on Notice 151's continued effect is recorded under unresolved CN-health-current-annex.

GACC Order 276, effective 1 April 2025, requires truthful Customs declaration of luggage. Written declaration may use paper or electronic data. On entry it is required for prohibited/restricted or quarantine/health-risk articles, excess currency, goods above duty-free limits, commercial goods/samples, unaccompanied luggage and other specified items. Exit categories are listed separately in Article 10. Present travel documents and complete declaration before Customs inspection; otherwise it is treated as non-declaration. Where red/green channels operate, travellers requiring written declaration, or unsure of the rules, must use red. Declaration does not make prohibited imports or exports lawful.

RMB cash is limited to CNY 20,000 per person per crossing in either direction. Foreign-currency cash brought in above USD 5,000 equivalent must be declared in writing to Customs; for same-day repeat crossers (exiting or entering more than once within one day) and short-term repeat crossers (more than once within 15 days), the second and each subsequent entry must be declared in writing regardless of amount - these entry rules are confirmed consistently by the 2003 Interim Measures and by Article 89 of the 2020 Current Account Foreign Exchange Business Guideline. Taking foreign-currency cash out - general tiers only, which by the terms of the 2003 Interim Measures themselves exclude repeat crossers (Arts 4-5, 7 and the issuing notice; consistent with the 2020 Guideline Art. 89): (1) taking out no more than the amount declared on the most recent entry requires no Foreign Exchange Carriage Permit and is released against that declaration record; (2) with no such record, or exceeding it: up to and including USD 5,000 equivalent without a permit; above USD 5,000 up to and including USD 10,000 equivalent with a bank-issued Carriage Permit (multiple permits aggregating above USD 10,000 equivalent are not released); above USD 10,000 equivalent in principle not permitted, with SAFE-branch permits only for stated special situations (large outbound groups, long scientific-expedition teams, government-leader visits, travel to war-torn or strictly FX-controlled, financially poor or financially unstable countries, and other special cases). Applying for a Carriage Permit is a licence application to a bank or SAFE branch, not a Customs declaration, and is subject to review - application does not mean automatic approval. Exits by same-day and short-term (within 15 days) repeat crossers are carved out of the general tiers (2003 Measures Art. 5) and subject to separate special limits whose current amounts are unverified and cannot be inferred from the general tiers; check with SAFE or the port Customs before travel (see unresolved CN-frequent-exit-effect).
