When to apply

Per the relayed 2023 announcement, the questionnaire is to be filled in and submitted before disembarking; per the App Store listing, declarations are created offline before departure and the generated QR is scanned on arrival at airports with an electronic terminal; online pre-arrival transmission is not established by either source.

Who it applies to, exceptions and limits (full text)

CNCC's page republishes a report ending 'Source: Investir au Cameroun' about a communiqué signed 1 December 2023 by Customs Director-General Edwin Fongod Nuvaga: from 1 January 2024, air passengers bound for Cameroon must download Douane Cmr / Customs Cmr (Google Play, App Store) and validate and submit an electronic questionnaire before disembarkation, replacing airline-distributed paper forms; the form covers flight number, passenger identity, passport number, goods/baggage and currencies; a QR reference stored on the phone is to be scanned by customs agents at disembarkation; customs is quoted ('D'après la douane') calling the service free. The CNCC page is a relayed report, not the signed communiqué; the 'free' wording is a 2023 press quote, not a fee text. The App Store listing (read on 2026-09-28: v1.2.0 dated 2025-07-02, Free, © Cameroon Customs, developer Sankei Cries Inc.) shows the app downloadable as of that day and says declarations can be created offline, any number of times, before departure, while the generated QR code can only be used at airports equipped with an electronic declaration terminal, with start dates deferred to the Cameroon Customs website (Bafoussam, Bamenda, Bertoua, Douala, Garoua, Salak, Ngaoundere, Yaounde-Nsimalen listed); the store's 'Free' label is a download price, not evidence of the declaration service's fee. Neither source proves terminal activation at any specific airport, a completed real declaration, server-side submission, or the service's current fee (whether it is still free of charge in 2026 is unverified). The 2026-09-28 re-check reached page persistence and store availability only, not on-site completion at any airport.

When to apply

At entry to or exit from the external CEMAC frontier.

Who it applies to, exceptions and limits (full text)

Regional rule for natural persons crossing the external CEMAC frontier, on entry or exit (Regulation 02/18/CEMAC/UMAC/CM, 2018). Art. 78: cash up to the equivalent of CFA 5,000,000, foreign currency and CFA francs combined, may be held without declaration ('ne dépassant pas', i.e. up to and including the threshold); any amount above 5 million ('Tout montant supérieur'), together with negotiable instruments and securities 'correspondant à ce seuil' (French wording kept verbatim; whether the threshold amount itself is included is not clarified), must be declared to the customs services. Incorrect or incomplete information means the declaration obligation is not performed; at frontier checks customs may require proof of the origin of funds, failing which the sums are confiscated and remitted to the central bank; residents entering CEMAC must hand their foreign currency over to an authorised intermediary (rétrocéder). Art. 79: non-residents leaving may take out foreign currency or other foreign means of payment up to the amount they declared on entry; with no entry declaration, or when taking out more than they brought in, they must justify the origin of amounts exceeding CFA 5,000,000. Art. 77's allocation of up to CFA 5,000,000 equivalent per person per trip (all payment means combined; duly justified larger needs are met by authorised intermediaries) is a travel FX purchase allocation, not an ordinary passenger form and not an absolute export prohibition. These provisions govern the external frontier and do not establish the rules for movement between CEMAC member states. Cameroon's national execution layer (douanes.cm form format, any fee) remains unverified; the CCAA airport guide separately instructs holders of foreign currency to prepare their passport to declare to customs and states 'un formulaire de déclaration de devises sera établi', without giving any threshold.
