Fee
Free (No charge for this cash/BNI declaration: it gives rise to no customs duties or taxes — 'Elle est gratuite' (CI Customs Circular 2296 of 3 April 2024, the text that prescribes this declaration's SYDEF/paper process). Bounded source: evidenced solely by that 2024 circular, whose free-of-charge provision is separate from its superseded 2010/2017-based monetary thresholds; no later contrary text found, and the BCEAO instructions impose no fee. Currentness: no CI customs text issued after 18 March 2025 re-issues or confirms the fee status — re-verify against a post-2025 CI customs text (unresolved CI-uemoa-2025-currency-audit-1). Allocated to this procedure only because the Circular directly governs this declaration's process; the separate FX declaration (CI-fx-payment-means-declaration) takes fee 'unknown'.)
Authority
BCEAO regional instructions binding in Côte d'Ivoire as a UEMOA member state (002-03-2025; 231/07/2024), received by the Customs Administration at the entry or exit point; CI channel per Direction Générale des Douanes de Côte d'Ivoire Circular 2296 of 3 April 2024 (SYDEF online, or a manual paper form at the border customs offices)
Source verification date

When to apply

At the moment of entry or exit at the border customs point; SYDEF online filing is available before presenting at the border, otherwise a manual paper form at the customs arrival/departure office which customs enters into SYDEF.

Who it applies to, exceptions and limits (full text)

AML route-based reporting of the physical transport of cash and bearer negotiable instruments, kept separate from the 2025 traveller foreign-exchange declaration recorded as CI-fx-payment-means-declaration. Côte d'Ivoire is one of the eight UMOA member states listed by BCEAO; the BCEAO instructions are binding there and designate the Customs Administration as receiving authority at the entry or exit point. (1) Intra-UEMOA: any person entering Côte d'Ivoire from another UEMOA member state, or leaving Côte d'Ivoire for another member state, must declare the cash and bearer negotiable instruments carried, at the moment of entry or exit, once the amount reaches CFA 10,000,000 or more — Instruction 002-03-2025 of 18 March 2025, article 1 fixes the threshold 'le seuil à partir duquel' the declaration is due (inclusive, ≥), in force from its signature on 18 March 2025. (2) Third state: any person entering Côte d'Ivoire from a third state, or leaving Côte d'Ivoire for a third state, must likewise declare once the amount reaches CFA 5,000,000 or more — Instruction 231/07/2024 of 16 July 2024, article 1, same inclusive construction (≥), in force from its signature on 16 July 2024 and expressly repealing Instruction 008-09-2017. The declaration is a reporting duty, not permission to carry unlimited sums. CI channel: CI Customs Circular 2296 of 3 April 2024 covers travellers to or from Côte d'Ivoire whatever the mode of transport, and by its own terms the duty to declare the cash carried (and justify its origin) is a function of the applicable amount thresholds ('est fonction du seuil des montants fixés'), not a duty imposed on every traveller regardless of amount; once a threshold is reached, the declaration is made via SYDEF online on douanes.ci before presenting at the border, or on a paper form available at the customs arrival/departure offices or on the website, which customs then enters into SYDEF; SYDEF data are communicated to CENTIF. Caution: the thresholds the Circular itself states (CFA 5,000,000 plus a CFA 1,000,000 devise sub-threshold on both routes) rest on the repealed Règlement 09/2010/CM/UEMOA and Instruction 008-09-2017 and are superseded/conflicted — do not equate these historic figures with the current amounts; whether a filing is due is triggered by the currently applicable regional thresholds in (1), and the douanes.ci traveller page still shows repealed 2010-era figures. No CI customs text issued after 18 March 2025 confirms that SYDEF operationally applies the 2024/2025 BCEAO thresholds (unresolved CI-uemoa-2025-currency-audit-1). This SYDEF/paper route is evidenced only for this cash/BNI declaration and does not imply that the FX declaration uses the same form or channel: the local form, channel and fee of the FX declaration and any relation between the two regimes remain unresolved (CI-fx-payment-means-declaration-local-1, CI-declaration-regimes-relation-1).

CI Customs Circular 2296 of 3 April 2024 — supports only the AML cash/BNI declaration (CI-cash-bni-customs-declaration): SYDEF online process, manual paper fallback at border offices, all-modes scope and free-of-charge status; its 2010/2017-based numeric thresholds (including its devise sub-thresholds) are superseded and not used, and it is not evidence for the local channel, form or fee of the 2025 RFE FX declaration · Direction Générale des Douanes de Côte d'Ivoire
