When crossing the external CEMAC frontier, at entry or at exit; proof-of-origin obligations for non-residents arise at departure.
Who it applies to, exceptions and limits (full text)
CEMAC Regulation 02/18/CEMAC/UMAC/CM applies in the Central African Republic and governs natural persons crossing the external frontier of CEMAC, on entry or exit. Article 78: cash up to the equivalent of CFA 5,000,000, foreign currencies and CFA francs combined, may be held without declaration; any amount above CFA 5,000,000 or its equivalent in foreign currency, together with the negotiable instruments and securities 'correspondant à ce seuil', must be declared to the customs services — the regulation does not state whether that threshold is inclusive for such instruments. The declaration is not validly discharged if the information supplied is incorrect or incomplete. At border-control posts customs identify the traveller and may require additional information on the origin of the funds; absent justification the sums are confiscated and remitted to the Central Bank. Residents entering CEMAC must sell the foreign currency they hold to an authorised intermediary. Article 79: on departure, non-residents may take out foreign currency or any other foreign means of payment up to the amount they declared on entry; where no declaration was made on entry or where they carry more than they themselves brought in, amounts above CFA 5,000,000 must be justified as to provenance on pain of confiscation — a conditional proof-of-origin regime, not a general-purpose form and not an absolute export cap on all travellers. Article 77's CFA 5,000,000 travel allocation (all payment instruments combined, per person per trip, through authorised intermediaries; duly justified higher needs are also met by those intermediaries) is a foreign-exchange allocation, not an absolute export ceiling. Article 168 punishes non-declaration of sums above the authorised threshold on entry or exit with a fine computed on the excess plus confiscation of the undeclared sums (the scanned text's rate figures are ambiguous and are not asserted here). These provisions do not establish the rules for crossing between CEMAC member states, and no Central African Republic port-level form, fee or submission mechanics are evidenced in the available sources.
