At departure and at arrival, to the customs services or, where absent, the migration services, per the DGDA traveller page.
Who it applies to, exceptions and limits (full text)
Per the current DGDA traveller page, anyone transporting liquid cash of USD 10,000 or more, or its equivalent in other foreign currencies — Congolese resident or not, owner of the funds or not, including transports carried out for a legal person (company, association) — must make a declaration to the customs services, or where they are absent to the migration services, at departure and at arrival, and must justify the origin and destination of the funds. Items the page lists as declarable: banknotes and coins; bearer cheques; travellers cheques; cheques whose drawer is not the beneficiary; non-domiciled commercial paper; anonymous cashier's bonds; money orders; securities, capitalisation bonds and other negotiable or endorsable bearer debt claims; and gold, i.e. gold coins and unminted metal such as ingots, nuggets or other agglomerates of native gold containing at least 99.5% gold. Non-declaration or false declaration attracts the sanctions of Article 465 of the Customs Code, notably a fine of up to 50% of the sum concerned and retention of all the funds by customs. The page's opening paragraph separately states that no natural or legal person may travel on the national territory holding foreign-currency banknotes of USD 10,000 or more (except in localities without commercial-bank outlets, other authorised financial institutions or a Banque Centrale du Congo representation), as decided by the monetary authority; the underlying central-bank regulation was not obtained, so that domestic-travel restriction must not be presented as an independently verified prohibition on bringing USD 10,000 or more across the border, and since the page does not state how its two rules combine, no inference either way is recorded.
