At the place of arrival: persons entering by land or air must forthwith present themselves to the immigration officer (s.24(3)); the card, if demanded, is completed there.
Who it applies to, exceptions and limits (full text)
Immigration Act (Cap. 156, Revised Edition 2020), s.24(4): every person entering Belize must truthfully answer the immigration officer's questions and shall, “if required by the immigration officer”, “fill out and sign a disembarkation card” (s.24(4)(b)); a foreigner who refuses to comply with s.24(4) may be refused leave to land (s.24(5), (5A)). The card is conditional on the officer's request; the 2020 Act does not specify whether today's submission medium is paper or digital — the Act makes no online declaration mandatory for all travellers. Current-status limit: the text is as consolidated at 31 December 2020 (no later amendment was captured in this batch), and whether this card is still separately demanded in 2026 — for example at the Philip Goldson International Airport after the online declaration system launched there on 2024-12-01 (see bz-edeclare) — is stated by no captured source; neither the Act, the BTB announcement, nor the immigration homepage says the card was abolished or replaced. No present-day separate card requirement beyond the 2020 statutory text is asserted.

BTB announcement: digital forms “can be accessed and completed in advance of travel”; immigration homepage: complete the form “before your travel”. No N-day filing window or deadline appears on any captured page.
Who it applies to, exceptions and limits (full text)
A Belize Tourism Board announcement of November 27, 2024 states that the Department of Border Management and Immigration Services and the Customs and Excise Department, in collaboration with the Ministry of Public Utilities, Energy, Logistics and E-Governance, have “launched a new Online Immigration and Customs Declaration System”, and that “Beginning December 1, 2024, the system will be available for all arrivals and departures at the Philip Goldson International Airport”, with “a three-month phasing-in to a fully online process”. Launch at that airport, for both arrivals and departures, is thus proven as history. The same announcement adds that by January 1, 2025 the system “will be extended to all ports of entry”; that was a forward plan, and no captured source confirms it was completed, so no all-ports coverage is claimed. The immigration homepage captured 2026-09 still links the “E-Embarkation Form” in airport framing only (“Skip the hassle and save time at the Airport! Complete your E-embarkation form online before your travel.”), consistent with, but not proof of, continued airport-only scope. Who must file, whether filing is mandatory for all travellers, any fee, the field list (including any currency questions), and any nationality or port restriction are stated by no captured page: the announcement gives none, and ideclare.gov.bz returns HTTP 200 but renders only a “Belize_Digital_Forms” JavaScript shell (“Loading...”). The customs_declaration typing rests on the announcement's explicit “Customs Declaration System” wording; the same system also carries the immigration declaration, and this record does not claim it discharges the conditional paper-card duties of s.24(4)(b) or s.33(3) of the Immigration Act (Cap. 156, RE 2020).
