When to apply

Online registration before reaching the immigration control post on arrival; the E-Arrival Card confirmation with its reference number is issued once registration is complete. The official instructions do not state a fixed advance-registration deadline.

Who it applies to, exceptions and limits (full text)

Travellers arriving in Brunei Darussalam register for the E-Arrival Card (Kad Ketibaan-E) through the INRS portal at www.imm.gov.bn: log in and register on the portal, register an account and activate it with a one-time password (OTP), then complete registration with the required documents — a valid passport, travel details, and accommodation details in Brunei. Once registration is complete the individual receives the E-Arrival Card confirmation with a reference number. At the immigration control post the traveller presents a valid passport and, if applicable, a visa. This is an immigration procedure only and does not replace the customs dutiable-goods declaration or the BDCB traveller CBNI report.

When to apply

On arrival, at the border checkpoint, when presenting oneself and goods to the proper officer of customs for examination.

Who it applies to, exceptions and limits (full text)

Every person arriving in Brunei Darussalam must declare all dutiable goods in their possession — on their person, in any baggage, or in any vehicle — to the proper officer of customs for examination; dutiable goods are goods subject to payment of customs duty on which duty has not yet been paid. Failure to declare makes the goods uncustomed goods, punishable by imprisonment or fine, and failure to give a true and correct declaration is an offence under Section 138 of the Customs Order, 2006 and Section 144 of the Excise Order, 2006. This traveller declaration to the officer is separate from the general customs goods declaration, which must be submitted in triplicate but expressly does not apply to passenger hand baggage or personal effects on arrival; the customs dutiable import declaration form no 5/C-16 is produced only if necessary, together with documents such as an invoice or bill. Where the total import duty is less than BND1, no import duty is charged. Published traveller conditions: there is no personal concession for cigarettes and any person importing cigarettes must declare them, subject to excise duty of BND0.50 per stick; alcoholic beverages may be brought in only by non-Muslims aged 17 years and above, limited to 2 bottles of liqueurs (1 litre per bottle) or beer not exceeding 12 cans (330ml per can), every importer must declare to the proper officer of customs, the subsequent importation must be 48 hours from the last importation, the liquor is for the importer's personal use and must not be given, transferred or sold, and may be stored and consumed only at the importer's private residence; passengers aged 17 years and above may bring in personal effects within concession (personally used items, perfume not exceeding 60 milliliters, and eau de toilette or scented water not exceeding 250 milliliters). The same official page also publishes further import conditions and quantity limits (processed food, cosmetics and medicines with a BND200 threshold, plants and plant products, animal feed) as conditions of import, not as separate traveller declaration procedures.

When to apply

At the border control post: on arrival, handed to the Customs Officer at the respective checkpoint; before departure, submitted to the Immigration Officer.

Who it applies to, exceptions and limits (full text)

Any person travelling into or out of Brunei Darussalam who carries physical currency (notes and coins recognized as legal tender, from Brunei Darussalam or other countries) or bearer negotiable instruments (a traveller's cheque; or any negotiable instrument in bearer form, endorsed without restriction, made out to a fictitious payee, or signed with the payee's name omitted) amounting to BND15,000 or more, or its equivalent in a foreign currency, must complete a CBNI declaration report on Form S37 and submit it at the border control post: incoming travellers hand the report to the Customs Officer at the respective checkpoints; departing travellers submit the report to the Immigration Officer before departing Brunei Darussalam. There is no restriction on the type or amount of CBNI that may be moved into or out of Brunei Darussalam as long as the person gives a full and accurate report. Reporting CBNI sent or received by cargo, courier, postal service or any other means uses Form S39, submitted to the Financial Intelligence Unit, BDCB, and is a separate non-traveller procedure outside this record. Failure to give a full and accurate report is punishable by a fine not exceeding BND50,000, imprisonment for a term not exceeding 3 years, or both.
