Benin

Benin is one of the eight UMOA member states listed by BCEAO, so these regional instructions govern movements through Benin. Any person, resident or non-resident, must declare the physical transport of cash and bearer negotiable instruments to the customs administration at the point of entry or exit of the territory: (1) between UEMOA member states, when the amount reaches at least CFA 10,000,000 — Instruction 002-03-2025 of 18 March 2025, article 1 fixes the threshold ‘à partir duquel’ the declaration is due, so the amount of CFA 10,000,000 itself is included (inclusive, ≥); (2) between a member state and a third state, in either direction, when the amount reaches at least CFA 5,000,000 — Instruction 231/07/2024 of 16 July 2024, article 1, same inclusive construction (≥); it expressly repeals Instruction 008-09-2017 of 25 September 2017. In both cases the declaration is made by the person transporting the funds, at the moment of entry or exit, and breaches attract the sanctions of the uniform AML law. These are the general cash-transport reporting thresholds; the separate 2025 foreign-exchange declaration duties of residents and non-residents are recorded under BJ-bceao-2025-fx-resident and BJ-bceao-2025-fx-nonresident. A Direction générale des douanes manual for Cotonou airport (Indice A, October 2022, site upload directory 2024) records the local action as it then stood — the user made a currency declaration to the customs Brigade when the counter-value was at least CFA 5,000,000 on export — but its body dates from October 2022, before the BCEAO 2024–2025 instructions: it is kept as a background source only (it supports no procedure) and cannot evidence the current routes, populations or thresholds, nor cover non-air ports; the current thresholds rest solely on the two BCEAO instructions above. No fee and no Benin-specific form for this declaration are stated in the official texts read; whether the 06/07/2025/RFE annex form is used for it is unrecorded.
