When to apply

At the border post, on entering or leaving Burundi, using the form designed for this purpose ("suivant le formulaire conçu à cet effet"); the exact form copy and where to obtain it are not identified in the sources read (see unresolved item bi-cash-declaration-form-not-sourced).

Who it applies to, exceptions and limits (full text)

Travellers either entering or leaving Burundi ("se rendant à ou venant de l'étranger") must declare cash at border posts on the form designed for that purpose only where the amount exceeds — strictly more than, not equal to — the applicable threshold: foreign-currency cash exceeding USD 10,000 or its equivalent in another currency; Burundian-franc banknotes exceeding BIF 200,000; Burundian-franc coins exceeding BIF 1,000. At exactly USD 10,000, BIF 200,000 in banknotes or BIF 1,000 in coins, Article 13 requires no declaration. On non-declaration, the amounts in excess are placed under conservatory seizure and deposited with the BRB; if the funds derive from a lawful operation they are returned to the owner subject to a retention of 25% of the seized sums; where the operation is suspicious, the funds remain seized and are returned only on the decision of a court or other competent authority. Legal basis: Article 13 of the BRB foreign-exchange regulation signed at Bujumbura on 28 December 2023; under its Article 100 the regulation enters into force upon publication in the Official Bulletin and on the BRB website, repealing earlier contrary provisions, and the BRB legal-texts index retrieved on 2026-09-27 still lists it as the current foreign-exchange regulation (revision of the 17 September 2019 regulation); no specific Official Bulletin publication date is evidenced in the sources read.
