When to apply

At the border crossing in the relevant direction: customs procedures apply on entry; oral or written declaration is made to the customs authority on exit. At the border crossing, on both entry into and departure from Azerbaijan, when moving AZN cash, AZN-denominated securities or jubilee/commemorative coins.

Who it applies to, exceptions and limits (full text)

Residents and non-residents (natural and legal persons per the official text) may bring foreign currency into Azerbaijan without any quantity limit, subject to customs procedures; the obtained official pages do not state the import declaration form. On taking cash out: up to the equivalent of USD 10,000 may be declared orally to the customs authorities; an amount from USD 10,000 up to USD 50,000 requires a written declaration together with customs documents certifying that the amount was previously brought into Azerbaijan in cash; at exactly USD 10,000 the official 'up to USD 10,000' (oral) and 'from USD 10,000' (written) wordings overlap, so the applicable form is unconfirmed. In all other cases foreign currency may be taken out only by transfer through authorized banks and the national postal operator; the individuals page adds that a bank certificate confirming the transfer of these funds in cash must then be submitted. For the national currency, resident and non-resident natural persons may take out of and bring into Azerbaijan cash national currency (banknotes and coins) and national-currency-denominated securities: up to AZN 20,000 by oral declaration to the customs authorities; AZN 20,000 and over by written declaration of the full amount. At exactly AZN 20,000 the oral 'up to 20,000' and written '20,000 and over' wordings overlap, so the applicable form is unconfirmed. National-currency jubilee and commemorative coins must be declared in writing regardless of nominal value, in both directions. The national currency may also be moved without limit in either direction by transfer through authorized banks or the national postal operator. The AZN rules appear in the Azeri version of the currency-control page and in the official traveler guidebook; the English currency-control page does not restate them, while the English individuals page restates the AZN 20,000 oral boundary and the written declaration of jubilee and commemorative coins. The obtained official texts describe movements of both foreign and national currency as oral or written declaration to the customs authorities and nowhere state different forms or two separate submissions for the two currencies, so both are recorded in this single traveler currency declaration procedure.

When to apply

On importing the device across the customs border; the page states no separate deadline for the declaration.

Who it applies to, exceptions and limits (full text)

Under Paragraph 9 of Appendix No. 1 to Cabinet of Ministers Decision No. 305 of 14 October 2013, mobile phones and other wireless devices imported from abroad must be declared to the customs authority. The Committee's official guide stating the legal basis for declaring mobile phones and other wireless communication devices (PDF; metadata created 2023-01-26, retrieved 2026-09-29 with the individuals page still linking it) adds the device-specific form field: when moved through the customs border, regardless of customs value, mobile phones and other wireless communication devices brought to the territory of the country by individuals during a trip, as well as by postal shipping, must be declared in written form by indicating them in column 2.12 ('mobile phone and other wireless communication devices brought to the territory of the country') of the Appendix 10 'Simplified declaration submitted by individuals to the customs authority' under the 'Rules of declaration of goods and vehicles moved through customs border' approved by Cabinet of Ministers Decision No. 263 of 22 July 2014; item 9 of that guide's appendix list restates the category. Postal shipping there is a non-traveler transport mode covered by the same paragraph and is noted only as background of that source's scope, not as a declaration the traveler personally makes at the airport on arrival. Per the page, the declaration can be submitted in written form or electronically through e-kiosks, the e.customs.gov.az web portal, or the 'Smart Customs' mobile application; since 15 February of the current year registering a phone on portal.rinn.az requires prior registration in the Committee's electronic system; and non-declaration of border-crossing mobile phones entails administrative liability. The 2023 guide evidences the form-field rule only as of its own text: it does not show that all subsequent amendments are incorporated or that the 2026 online channels actually accept the simplified declaration, and it states no fee, so no zero-fee inference is drawn. Facts in this applicability come from the individuals page mobile-device paragraph and the Committee's mobile-declaration guide; general goods-declaration facilities stated only elsewhere (guidebook advance lodging of goods declarations via the electronic customs service or an e-kiosk, and the Red/Green channel definitions) are not mobile-specific evidence and are not asserted here.
