When to apply

Permits must be obtained in advance of the activity from the relevant Competent Authority; the ATS texts set no universal lead time or deadline. In the French TAAF example only, the authorisation dossier is due at least five months before the planned activity, and the activity/post-visit report within three months after the authorised activity ends. Visitor guidelines apply throughout the visit.

Who it applies to, exceptions and limits (full text)

Scope basis (ATS primary text only): Parties implement the Antarctic Treaty and its Environment Protocol into domestic law; national legislations establish a permitting regime for activities in Antarctica; and eligible visitors are required to obtain the necessary permits in advance from the relevant Competent Authority of each Antarctic Treaty Party. The class of 'eligible visitors' is defined by each Party's national legislation, not by the ATS; no Antarctica-wide unified form was identified, and the receiving authority is the national Competent Authority — the Antarctic Treaty Secretariat is not the recipient. This procedure is therefore recorded only for travellers who, under the applicable national law, are themselves responsible for organising the Antarctic activity (for example a privately organised expedition or yacht voyage); the captured texts do NOT establish any personal filing duty for ordinary passengers on commercially organised cruises, for whom the captured example shows voyage-level permitting and reporting resting with the operator/organiser. National example only (France/TAAF; one Party's implementation, not generalisable to all Antarctic travellers): the zone concerned is the area south of latitude 60°S; the préfet (administrateur supérieur) of the TAAF is the French competent authority; persons wishing to undertake such an activity use the TAAF forms; the authorisation dossier with environmental-impact assessment (EPIE) must reach the TAAF at least five months before the planned activity; each authorisation imposes an activity report using the post-visit report form, due within three months of the end of the authorised activity; enforcement against undeclared Antarctic tourism targets operators. Conduct rules: the Resolution 4 (2025) General Guidelines for Visitors to the Antarctic apply during the visit and are not a document a visitor files; the ATCM-required post-visit reports attach, in the captured national example, to the authorised activity, and no per-visitor personal report duty was identified. Boundary note: no universal Antarctica-wide customs/visa/declaration/cash/duty-free/fee regime was identified in the captured primary texts, and no assertion is made that none applies.
