When to apply

All triggers and categories above use this one passenger customs declaration form and the same fill-and-submit action: the declaration is carried out by filling out a passenger customs declaration and submitting it to the customs authority (FAQ 2), and the passenger may print, fill, sign and submit the filled-out form to the customs authority when crossing the border (FAQ 3). Cash and monetary instruments: at entry or exit customs when the above conditions are met. Delayed or unaccompanied baggage: on arrival, choose the Red channel and fill out the same passenger customs declaration. Other mandatory-declaration categories, including goods for personal use sent via international postal items (declared by the consignor or consignee) and temporary imported vehicles located in the territory of the Republic of Armenia in cases of re-exportation, release into free circulation or transfer to other persons: per the applicable situation, the same type of passenger customs declaration is submitted to the customs authority; the official text prescribes no specific time limit for these categories, and none is inferred here. For coffins with bodies (remains) and urns with ashes, the accompanying person submits a free form application which itself serves as the passenger customs declaration. Who fills out and submits: the declarant, an individual at least 16 years old (FAQ 11); goods of a person under 16 are entered by the accompanying person - parent, adoptive parent, legal guardian or trustee, or other accompanying person, or the carrier's representative absent accompanying persons, or for organized unaccompanied minor groups the group leader or the carrier's representative - together with that person's own goods in one passenger customs declaration; a customs representative and others acting on behalf and by order of the declarant may also carry out the declaration in cases established by legislation (FAQ 12). Use the red channel when declaration is required or in doubt; the green channel only when nothing is declarable (FAQ 6: within the permissible duty-free quantities, not required to comply with prohibitions and restrictions under Article 7 of the Code, and no other mandatory-declaration goods - the Green channel may be used without written declaration; crossing the finish line without filling out a passenger customs declaration is deemed a statement of the absence of goods subject to customs declaration).

Who it applies to, exceptions and limits (full text)

One passenger customs declaration with two conditional triggers (FAQ 2: declaration is carried out by filling out a passenger customs declaration and submitting it to the customs authority); declaration is not required of all passengers by default. Trigger 1, cash and monetary instruments, entry or exit: SRC border guide section 13 (Armenian): incoming cash and travellers' cheques totalling not exceeding USD 10,000 equivalent may be imported without declaration, the stated amount being the combined total of cash and travellers' cheques. SRC English declaration FAQ required item 7 and FAQ 7: where cash funds and/or travellers' cheques, at their one-time importation into the customs territory of the Republic of Armenia or one-time exportation from the customs territory of the Republic of Armenia, exceed the equivalent of USD 10,000 (exchange rate as of the passenger declaration date), the passenger must record them in a passenger customs declaration and submit the filled form to the customs authority. Monetary instruments other than travellers' cheques must be declared regardless of value (required item 8); balances on bank cards are not declared. When declaring funds exceeding USD 100,000 (including travellers' cheques), documents confirming their origin must be submitted; the English FAQ words this threshold for crossing the customs territory of the EAEU, and it is not extrapolated to every intra-EAEU movement route. Trigger 2, delayed or unaccompanied baggage, arrival in the Republic of Armenia only: FAQ 10: if you arrive in Armenia and have unaccompanied luggage (for example, accompanied luggage that for reasons beyond your control did not arrive), when crossing the border choose the Red channel and fill out the same passenger customs declaration; otherwise the customs authorities will have to consider the goods in your unaccompanied baggage as exceeding the permissible quantities for transporting across the border without payment of customs duties and taxes, even if the goods including the unaccompanied baggage do not exceed those quantities, and if you do not prove the contrary you will have to pay customs duties and taxes. Corroborated by FAQ 9 (goods transported in unaccompanied baggage are subject to mandatory declaration) and mandatory-declaration item 1 (goods for personal use transported in unaccompanied luggage or delivered by a carrier). The official texts establish one form and one fill-and-submit action, not a separate form or a second independent passenger submission; the same holds for every category below, none of which creates a separate form or procedure. Mandatory-declaration categories (FAQ 4 list, items 1-12), all recorded on the same form: (1) goods for personal use transported in unaccompanied luggage or delivered by a carrier (the list wording is not direction-limited; the Red-channel instruction and the exceeded-quantities consequence are stated for arrival in FAQ 10); (2) goods transported in any manner where compliance with prohibitions and restrictions under the Customs Code of the Eurasian Economic Union requires submission of documents and/or information - declarable only when that document/information requirement applies, so no good (for example a medicine) is declarable merely by being of that kind, and the specific permit lists and their currency remain unverified; (3) goods for personal use for which customs duties and taxes are subject to payment; (4) goods for personal use imported in accompanied luggage with the exemption from payment of customs duties and taxes - the same PDF does not disambiguate this item against FAQ 6 (accompanied baggage within the permissible duty-free quantities, not required to comply with prohibitions and restrictions under Article 7 of the Code, with no other mandatory-declaration goods, may cross by the Green channel without written declaration), so it is not inferred that all duty-free accompanied luggage must be declared, and this item is neither extended nor deleted, its precise scope being left unresolved; (5) vehicles for personal use transported in any manner, except vehicles for personal use registered in the member states; (6) temporary imported vehicles located in the territory of the Republic of Armenia, only in cases of their re-exportation, release into free circulation, or transfer to other persons in accordance with the legislation; (7)-(8) the cash and monetary-instrument triggers above; (9) cultural values in respect of which prohibitions and restrictions are applied in accordance with the legislation; (10) goods for personal use sent via international postal items (declared by the consignor or consignee, FAQ 11 item 3); (11) replaced parts (spare parts) of temporarily exported vehicles, only in the case established in paragraph 3 of Article 265 of the Code; (12) coffins with bodies (remains) and urns with ashes of deceased persons - a free form application issued by the person accompanying the coffin or urn may be used as the passenger customs declaration itself, creating no second form and no second submission. Declarants (FAQ 11): individuals at least 16 years old, from the member states or foreign individuals, acting in the enumerated capacities (holders of the right of possession, use and/or disposal of accompanied goods at the time of crossing; transferors of goods, including vehicles, to a carrier in unaccompanied carriage; consignors or consignees of goods sent via international postal items; persons on behalf or by the address of whom goods, including vehicles, are delivered by a carrier; owners of a vehicle declared for release into free circulation; persons travelling in a vehicle belonging to them by right of possession, use and/or disposal unless otherwise provided by legislation; acquirers of rights over vehicles under customs control in the customs territory of the Union, including by court decision or inheritance law, including vehicles under the customs transit procedure; exporters of a temporarily admitted vehicle transferred to them in the cases established by the Code). Goods of individuals under 16 years old are declared by a person accompanying them - one of the parents, adoptive parents, legal guardians or trustees, another accompanying person, or, in the absence of accompanying persons, a carrier's representative; for organized entry (departure) of groups of minors unaccompanied by parents, adoptive parents, legal guardians or trustees or other persons - a group leader or a carrier's representative - and the information on the under-16 person's goods is indicated together with the accompanying person's goods in one passenger customs declaration. FAQ 12: the declaration is also carried out by the declarant or a customs representative and by others acting on behalf and by order of the declarant in cases established by legislation. Customs control (red/green channels) and duty-free treatment are not separate forms. Pure intra-EAEU movement routes and fees remain unverified.
