When to apply

On entering or leaving the Republic of Albania, at the border crossing point: declare there goods whose value exceeds the applicable threshold (EUR 300 land / EUR 430 air or sea / EUR 150 under 15; tobacco and alcohol follow the quantity quotas instead of the value threshold) and goods intended for commercial purposes; above-threshold non-commercial goods are covered by a customs declaration through the simplified declaration procedure.

Who it applies to, exceptions and limits (full text)

Direction: the duty-free exemption applies to travellers arriving in the Republic of Albania from another country, while the declaration duty applies both on entry into and on exit from the Republic of Albania. Per the Albanian Customs traveller pages (dogana.gov.al) captured live on 2026-09-27. Travellers coming from another country to the Republic of Albania are exempted from import duties for the goods found in their personal baggage; goods qualify if, by their kind and quantity, they are not intended for trade (travellers' personal-use goods or gifts). Exempted value (not including tobacco and alcohol products; applied at the equivalent value in lekë): land route EUR 300 per traveller; air or sea route EUR 430 per traveller; travellers under 15 years EUR 150. During entry into or exit from the Republic of Albania the traveller must declare goods whose value is higher than the respective threshold above, as well as goods intended for commercial purposes; customs authorities may require the traveller to show all goods transported. For non-commercial goods in travellers' baggage that exceed the duty-free threshold from import customs duties, the customs declaration is carried out through the simplified declaration procedure (page's supporting documents: Customs Code articles 44-71 and 152-154; Instruction No. 01 dated 07.03.2017 on the simplified declaration of travellers' goods; simplified-declaration user manual). Personal-consumption quantities exempt from payment on import, per the tobacco/alcohol/coffee page — travellers under 17 years of age receive no exemption for tobacco and alcohol products: a) tobacco products for personal consumption, quantities: 200 cigarettes; 100 cigarillos; 50 cigars; 250 grams of tobacco; b) alcohol and alcoholic beverages for personal consumption, quantities: 1 litre of alcohol and alcoholic beverages with an alcoholic strength higher than 22% by volume, or undenatured ethyl alcohol of 80% by volume and above; or 2 litres of alcohol and distilled beverages with an alcoholic strength not exceeding 22% by volume (the page states that each quantity specified under letters 'a' and 'b' constitutes 100% of the total exemption for alcohol products and alcoholic beverages, and that for one traveller the exemption may apply to any combination provided the total quantity (percentage) used does not exceed 100%); in addition, 2 litres of non-sparkling wine and 10 litres of beer; c) coffee for personal consumption, quantity: 3 kg. Distinct exit regime, not part of the above entry allowances: excise goods handled by 'Duty free shops' (goods sold on board an aircraft during an international journey are also considered duty-free-shop goods) and taken into personal baggage by travellers leaving Albanian territory by air or sea are exempted from excise payment. Currency corroboration: a customs news item published 17.07.2025 republishes the same thresholds, personal-use quantities, the under-17 exclusion and the simplified-declaration warning; no claim is made beyond the official page text (the underlying statutes are cited only as the page itself lists them).

When to apply

Before passport control by the Police/Security authorities at the border crossing point, on both entry into and exit from Albania: persons carrying cash, bearer negotiable instruments, precious metals or stones, items of value or antique objects from EUR 10,000 (inclusive) or the equivalent in other currencies complete the RTVK form online at the customs offices at the border crossing point and present justifying documents; the mode of travel, the place where the values are kept and the ownership of the money are irrelevant.

Who it applies to, exceptions and limits (full text)

Direction: persons who enter into and/or leave the territory of the Republic of Albania. Per the Albanian Customs money-declaration page (dogana.gov.al) captured live on 2026-09-27, based as the page states on Law No. 9917 of 19.5.2008, as amended. Obligation: all persons entering or leaving Albania are obliged to declare cash sums, any kind of bearer negotiable instrument, precious metals or stones, items of value and antique objects, starting from the amount of EUR 10,000 (inclusive, 'duke filluar nga shuma 10 000 euro') or its equivalent in other currencies; they must also state the purpose of holding the values and present the relevant justifying documents (the page's warning notice adds: appear before the Customs Authorities to complete the RTVK form, presenting supporting documents justifying the source of the funds declared). Where/how: the declaration is made at the Customs Administration offices at the border crossing point, on entry or exit, through the form for reporting the transport of values across the border (RTVK), which is completed online at the customs offices at the border crossing points. Timing: the declaration is made before passport control by the Police and Security authorities; it does not matter how you travel (plane, ship, car, motorbike, bicycle, on foot), where you keep the monetary values (hand luggage, baggage, the vehicle you travel in), or that the monetary means are not your property. Penalties (not a fee): for a false, inaccurate or missing declaration the Customs Administration has the right to impose a fine under article 17/1 of the said law, and in parallel the case is handled under the Criminal Code and the Criminal Procedure Code; fine bands: a) amounts EUR 10,000-19,999 or their equivalent in foreign currency: ALL 20,000 the first time, 10% of the undeclared value the second time, 30% of the undeclared value in other cases; b) EUR 20,000-49,999: ALL 40,000 the first time, 20% the second time, 40% in other cases; c) over EUR 50,000: ALL 60,000 the first time, 30% the second time, 50% in other cases. Fee: no charge is paid for completing the monetary-values declaration form (RTVK).

When to apply

On exit from the Republic of Albania: an individual exporting a work of art or a cultural-heritage object out of Albanian territory declares it to the Customs Authorities and presents the relevant permit, accompanied by the object's passport, issued by QKIPK or the Ministry of Culture; the page states no stage relative to passport control, no time limit and no place for obtaining the permit.

Who it applies to, exceptions and limits (full text)

Direction: exit only. Per the Albanian Customs traveller page 'Objektet e Trashëgimisë Kulturore dhe Veprat e Artit' (dogana.gov.al) captured live on 2026-09-27. Narrow duty as printed: any individual who wishes to export out of the territory of the Republic of Albania an object that is a work of art or an object constituting cultural heritage must declare it to the Customs Authorities and present the relevant permits for it, accompanied by the object's passport, issued by the National Centre for the Inventory of Cultural Properties (Qendra Kombëtare e Inventarizimit të Pasurieve Kulturore, QKIPK) or the Ministry of Culture ('Ministri i Kulturës' as printed); the page refers to www.qkipk.gov.al for further information. Context of the term on the page: cultural heritage comprises material and immaterial, movable and immovable cultural property as a whole of cultural values carrying historical memory and national identity and of scientific or cultural importance; some movable cultural-property examples listed: paintings, photographs, various collections; books, manuscripts, historical documents, stamps; archaeological objects, statues; items of artisanal, ethnographic or historical value. Deliberate limits: the page imposes this duty only on the EXPORT of such objects by an individual; it states no import rule for antiques or for goods in general, so this record does not generalize to imports or to all antiques; no value threshold, age rule, quantity limit, form name, stage relative to passport control or penalty is stated; fee unknown; the page neither states nor implies a charge for the customs declaration or for the QKIPK/Ministry-of-Culture permit itself (permit-issuance terms lie outside this page). Relation to the other captured AL regimes: distinct from the traveller value-threshold declaration (AL-goods-declaration) and from the RTVK EUR 10,000 rule (AL-cash-declaration), which separately counts antique objects among items of value; as printed the cultural-heritage export duty carries no value threshold and the page cross-references neither regime, so the three are kept unmerged.
