Passengers travelling to Antigua and Barbuda through V.C. Bird International Airport are encouraged to complete their Immigration and Customs declaration online before arrival at www.ArriveAntigua.com; the previous physical ED card has been replaced by this fully integrated electronic system. Once the form is completed a QR code is issued (save a screenshot, add it to iPhone Wallet, or keep the email confirmation available), and all passengers arriving at V.C. Bird International Airport will be asked to present the Arrive Antigua QR code at customs. Assistance is available on arrival for passengers who require support. No app download is required; the form can be completed using a mobile phone, tablet, or computer, and includes a short questionnaire with questions relating to the stay and customs declaration. The page lists faster arrival and departure processing as a use of the QR code, without creating a separate departure procedure. Answering customs questions and declaring goods obtained abroad or in excess of allowances are recorded separately under AG-arrival-customs-declaration and are not waived by the electronic form.

Who it applies to, exceptions and limits (full text)
At V.C. Bird International Airport, arriving passengers proceed to the designated Customs line — the "Nothing to Declare" line, or the "Declare" line if they have something to declare — and should have their Declaration form ready. Per the airport page, the Customs Declaration only needs to be completed by those arriving in Antigua and Barbuda if they have goods in excess of their duty-free allowance; when more than one member of the same household is travelling together, one household member may complete a combined Customs declaration. Cash and negotiable instruments of a value strictly greater than USD $10,000 must be declared to Customs — "cash" includes coins and banknotes in any currency, and "negotiable instruments" include cheques, travellers' cheques, promissory notes, and money orders; the page is arriving-passenger guidance and states no corresponding departure threshold. Separately, the Customs and Excise Division's Airport Baggage Section page states that all persons entering the country are required by law to declare to Customs anything contained in their baggage, or carried with them, which has been obtained outside of Antigua and Barbuda, and to answer all questions asked by the Customs Officer relating to their travels, baggage, contents and other items being imported; this is a general legal duty on all entrants to declare to Customs and answer the officer's questions, not a requirement that every entrant complete the excess-goods Customs Declaration. The same customs page describes the paper combined Immigration/Customs declaration forms distributed at ports of entry and exit, airline and ships agents, and their offices, and advises filling out the declaration in advance of arrival. Neither page states the relationship between the paper combined form and the ArriveAntigua electronic form, nor whether the excess-goods Customs Declaration is completed on paper or within the electronic form; these remain open under AG-audit-3.
