When to apply

Before or during travel, via the Afsah website/smartphone app or another disclosure system approved at the border crossing.

Who it applies to, exceptions and limits (full text)

Travellers to and from the UAE (both directions) must disclose cash, currencies, negotiable bearer financial instruments, precious metals and stones when the value exceeds AED60,000 or its equivalent — strictly exceeds: amounts not exceeding AED60,000 may be carried without disclosure. Holdings of passengers under 18 are added to the accompanying adult family member, provided the combined total does not exceed AED60,000. The independent-allowance wording in both 2023 ICP releases is 'over the age of 18' (literally older than 18: 'each family member over the age of 18' on 2023-02-07 and 'all travelers to and from the State over the age of 18' on 2023-04-06), while the combining clauses say 'under the age of 18' (strictly under 18; the 2021 FCA release says 'below 18 years' and adds such sums to the parents' limit). No official text explicitly covers a traveller who is exactly 18, so the exactly-18 case falls into a literal gap between the two clause families and is kept unresolved (see AE-age-18-independent-allowance); it is not bridged via the UAE civil age of majority, as no explicit link between the customs disclosure rule and any majority-of-age provision has been found in the current record. The strictly-more-than-AED60,000 disclosure threshold is a separate condition and is not conflated with the age boundary. Disclosure is made through the 'Afsah' system (website and smartphone app) or other disclosure systems approved at the country's border crossings; eligible users include natural or legal persons.
