The eVisa is not a universal Laos entry document. The portal has an eligible-passport list, and the visa works only at designated ports.

The current 9-port list is:

Wattay International Airport;
Lao-Thai Friendship Bridge I;
Luang Prabang International Airport;
Lao-Thai Friendship Bridge II;
Pakse International Airport;
Lao-Thai Friendship Bridge IV;
Boten International Checkpoint;
Boten Railway Station;
Khamsavath Railway Station.

You may enter at any port on that list even if it is not the one selected in the application. An undesignated port is different: the FAQ says you need another visa route there and the eVisa fee is not refunded.

eVisa and visa on arrival are not interchangeable

The eVisa is a pre-travel application. You upload documents, pay online, receive an Approval Letter, print it, and use the eVisa lane at a designated port.

Visa on arrival is a separate border product. The official FAQ mentions it for travellers reaching an undesignated eVisa port, but eligibility depends on the passport and checkpoint. Do not buy an eVisa for the wrong port and assume it will convert on arrival.

What the eVisa grants

The terms describe one product:

Tourist Visa (T-B3) only;
single entry;
30-day stay;
Approval Letter valid for 60 days after issue;
ordinary passport only, with more than 6 months of validity from arrival and at least one blank page.

The normal processing time is 3 working days after the complete application and full payment. The FAQ says the intended arrival may be no more than 60 days away and the system requires at least 5 days of lead time.

At the border

Print the Approval Letter. The terms require a hard copy, and immigration checks it against the same passport used in the application before placing the entry permission sticker.
