The current address is enterjamaica.gov.jm. Its title calls it the official Electronic Immigration and Customs Declaration Card, and its footer shows PICA and Jamaica Customs Agency.
Jamaica Customs says all arriving passengers must submit the Electronic Passenger Declaration for final clearance at international airports. The same notice says the service is free for visitors and residents.
PICA issued a direct warning that no third-party entity or agent had been contracted to provide the online passenger declaration. That 2023 warning named the older .com address. Current Jamaica Customs and Ministry of Tourism pages point to enterjamaica.gov.jm.
Do not pay a site to “unlock,” “review” or “speed up” the C5. The government form itself is free.
C5 combines passenger immigration information with a customs declaration. It does not decide whether a passport needs a visa, and it is not a paid Tourist Card product. Check any visa requirement separately for the passport. Do not treat a visa or card fee as a C5 fee.
The government facts page allows submission up to 30 days before travel. It asks travellers to use a valid email and relevant flight information, and says a confirmation email follows submission.

Keep the confirmation email accessible. The C5 information is used for final immigration and customs clearance. A submitted declaration does not remove the duty to answer an officer truthfully or declare goods when in doubt.
