Azerbaijan’s ASAN e-Visa is a paid, single-entry visa. It is not the first step for every traveller. The Ministry of Foreign Affairs keeps a separate visa-free list, including arrangements with different passport types, stay limits and effective dates.
If that list covers the passport and trip, there is no e-Visa form to file. Otherwise, check whether the passport appears on the ASAN eligibility page.
